About this file
This is an Award Recommendation document issued by Michigan's Department of Technology, Management, & Budget for RFP 260000000202, which solicited a video sharing solution for the Michigan Department of Transportation (MDOT). The RFP was posted on January 9, 2026, with a proposal deadline of February 6, 2026, and sought responses for a contractor to provide secure, scalable video distribution of real-time traffic video and associated on-site hardware across MDOT's statewide network. The solution must support video distribution through a dedicated network capable of serving multiple simultaneous streams to external parties while accessing only one stream per MDOT camera, as well as a web-based portal separate from MiDrive for State and third-party viewing. The system must access local camera streams at network aggregation points in Detroit, Lansing, and Grand Rapids. Four bidders submitted proposals: M-Theory Consulting Group LLC, Ravnur, INC, Skyline Technology Solutions, LLC, and WINK Streaming LLC. The contract term spans five base years with up to five one-year renewal options. The Notice of Intent to Award was issued on August 7, 2026, with a recommended award to Skyline Technology Solutions, LLC, pending State Administrative Board approval.
Skyline Technology Solutions, LLC was recommended for award in the amount of $3,328,851.00 for base years one through five, which represents a reduction of $873,197.00 from their initial proposal of $6,783,896.00 following negotiations. The total contract value across all base and option years is $6,783,896.00. Two bidders, M-Theory Consulting Group LLC and WINK Streaming LLC, were deemed non-responsive for failing to meet mandatory requirements, including incomplete submissions, failure to follow proposal formatting instructions, and missing required documentation such as Transition In/Out Plans and Disaster Recovery Plans. The Joint Evaluation Committee scored proposals on technical criteria including vendor questions (10 points), resume templates (20 points), Statement of Work (30 points), and Business Specifications (40 points), with an 80-point minimum threshold. Skyline achieved a technical score of 92.83, while Ravnur, Inc scored 85.90. Skyline's selection was based on demonstrating superior technical capabilities, a mature and scalable solution aligned with State architecture, specialized local support, and a complete implementation with no additional costs.
