About this file
This is an Award Recommendation and Evaluation Synopsis document issued by the Michigan Department of Health and Human Services regarding RFP 260000000918 for Family Preservation - Batterer Intervention Services in Saginaw County. The solicitation, posted on SIGMA VSS on February 5, 2026, sought a contractor to provide two core services: Comprehensive Intake Assessment and Lethality Evaluation, and Batterer Intervention Group Sessions. The contract term is two years and four months with up to two one-year renewal options, with a proposed start date of June 1, 2026. One bidder, InvolvedDad, submitted a proposal by the March 5, 2026 due date. The evaluation was conducted by a team of subject matter experts from MDHHS using a weighted technical evaluation criteria totaling 125 points, with categories addressing bidder experience and past performance (15 points), education and qualifications (10 points), staffing and organization (25 points), program implementation (50 points), and vendor questions (25 points). InvolvedDad scored 117 points and met the minimum threshold of 100 points required for pricing evaluation.
InvolvedDad's proposal outlined pricing of $150 for virtual assessments and $250 for in-person assessments under Service 1, and $300 per group session under Service 2, with transportation costs of $6,000 in Year 1 and $15,000 in Years 2 and 3, resulting in a total bid price of $156,000.00. The Michigan Department of Health and Human Services recommended an award to InvolvedDad in the amount of $140,000.00, pending State Administrative Board approval. The award recommendation was based on best value considerations, including InvolvedDad's current provision of similar services in neighboring Genesee County, their existing knowledge of regional demographics, proactive staff turnover planning to ensure service continuity, and demonstrated ability to meet the June 1, 2026 start date. The evaluation identified minor deficiencies in staffing allocation and program implementation details but determined these did not preclude award. Bidders not recommended for award were offered debriefing sessions with Solicitation Manager Jennifer Williamsen.

III. Evaluation Results
A. Bidder #1 InvolvedDad
The Evaluation Team determined that InvolvedDad based on a score of 117, did meet the requirements of this RFP. This determination was accomplished by evaluating their responses to the Technical Evaluation Criteria.
1. Bidder Experience and Past Performance- Category A
Score 15/15
The evaluation team determined that overall the responses were mostly satisfactory, but the following deficiencies were noted:
A1c. The evaluators noted that performance outcomes for the Group Parent Education and FP-Batterer Intervention Service contracts were not provided. These are new contracts for the bidder that started on 10/1/2025 and a full year of services has not been completed to determine performance outcomes. The Bidder did note that they will be provided with these details in the future after a full year of this contract is completed. (no deduction)
A4. The Bidder provided community resources for Saginaw County demonstrating a reasonable awareness of the relevant community partners. However, the reviewers want to note that the Bidder mentioned Genesee County Friend of the Court instead of Saginaw County Friend of the Court. (no deduction)
2. Education, Credentials & Qualifications- Category B
Score 10/10
The evaluation team determined that the responses were satisfactory.
B2. The evaluators noted that the Bidder has a current Batterer Intervention contract with MDHHS in Genesee County, which began on 10/1/2025. The Bidder did provide details that they have received 35 referrals and are currently serving 27 clients/families from 10/1/2025 through March 2026, which appears to be an acceptable service number. The evaluators feel strongly that the Bidder would utilize services for the families in the community.
3. Staffing, Training, Agency Organization & Location – Category C
Score 23/25
The evaluation team determined that overall the responses were mostly satisfactory, but the following deficiencies were noted:
C2. The Bidder provided staffing position details for the services to be provided in Saginaw County. However, some of the staff listed such as Controller & Intake Coordinator do not appear to be consistent with the RFP Narrative, which includes Program Coordinator, Facilitators, Interns, Volunteers and Trainees. The Bidder’s proposal allocated one Program Facilitator working 30 hours a week for 0.40 FTEs will be hired. If a Program Facilitator works 30 hours per week, it appears that the FTE would be 0.75 FTEs. There is concern that one Facilitator working 30 hours per week will not be enough time to meet the requirements of the RFP. Concerns were also noted regarding coverage for holidays, sick and personal time if the Executive Director is to be used as back-up to the Program Facilitator but only allocated 0.02 FTEs. If Program Facilitators from other contracts have a full caseload, this would not provide sufficient coverage either. ( -2 points.)
C6. The Bidder provided answers to number 2 and 3 out of order. (No deduction as the Bidder did provide an answer but does not appear to be in the correct order.)
4. Program Implementation- Category D
Score 45/50
The evaluation team determined that overall the responses were mostly satisfactory, but the following deficiencies were noted:
D5. The Bidder did not include the following steps in the referral process: within 15 business days of the assessment interview the Bidder will submit the assessment and recommendation report to the referring worker; the Bidder will follow up with the client by written correspondence within seven calendar days of the referral if not able to make contact and notifying the referring working within 14 calendar days of the referral if unable to contact the client or the client refuses to participate in the program. (-2) D7. The bidder’s response lack detail regarding if they will provide other engagement tools to the client for use at home and at check-in sessions to maintain participation and investment in the program. (-1) D9. The Bidder did not include on the chart the initial face-to-face contact where the required comprehensive intake assessment and lethality evaluation is to be completed as required under Service #1. (-1) D10. The proposed number of units for Service #2 of 4,800 seems high for one Program Facilitator that will be working only 30 hours per week as the Bidder estimated on the chart in C2. The bidder proposed 60 clients for 26 Batterer Intervention Group Sessions lasting 90 minutes in Chart D9 & Technical Evaluation Summary. The calculated estimation for 60 clients at 26 weeks at 90 minutes of meeting time with an average of 45 minutes of possible travel is estimated at 3,510 billable hours, which is much less than the 4,800 proposed units in Chart D10. (-1)
5. Vendor Question Worksheet (VQW) – Category E Score 24 / 25
The evaluation team determined that overall the responses were mostly satisfactory, but the following deficiencies were noted:
The bidder did not provide a response to the question asking if this RFP would increase the Bidders gross revenue by more than 25% from last year’s sales. (-1)

VII. Negotiations Clarification was requested from InvolvedDad in regard to the bidder having sufficient, trained staff to provide services on the 6/1/2026 start date and details were requested regarding training that is provided as part of the bidder’s SHIELD program. The bidder provided the necessary information for the evaluators to complete review of the proposal.
VIII. Award Recommendation Award recommendation is made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value is based on the proposal meeting the minimum point threshold and offering the best combination of the factors stated in the Proposal Instructions Evaluation Process section, and price.
As part of the best value determination amongst bidders overall economic impact to the State of Michigan was considered in making this award. InvolvedDad provides the greatest overall economic impact to Michigan based on the following factors:
· The Vendor is currently providing the same type of services in neighboring counties and has a knowledge and understanding of the demographics for this area, which would mean that the Vendor would need less transition time and be able to provide services on the contract start date.
· The Vendor’s staff turnover plan is proactive in that they have other staff and management positions already trained and prepared to provide services should staff turnover occur to ensure that the clients/families will not have a disruption in their Batterer Intervention services. This is extremely important to help the clients/families to be successful.
Award Recommendation is made to InvovedDad in the amount of $140,000.00.
