About this file
This is an Addendum No. 1 issued by the City of Hampton, Virginia on June 4, 2026, to RFP 26-42/NB for Tactical Body Armor, originally issued May 12, 2026, with proposals due June 16, 2026 at 10:00 AM EST. The addendum provides clarifications to six questions submitted by prospective bidders regarding procurement requirements for Level IIIA ballistic panels, concealable carriers with additional ballistic protection capabilities, and hard armor plates. Key clarifications include confirmation that IIIA ballistic panels must be tested according to NIJ standard 0101.06 (testing by NIJ-accredited third-party laboratories is acceptable without official NIJ certification), definition of the concealable carrier as a pocket that securely holds additional ballistic plates to enhance protection levels, specifications for hard armor plates including Threat Level III ICW protection, 8"x10" and 10"x12" shooters cut configurations with weight specifications of 1.50 lbs and 2.20 lbs respectively, and multi-curve design with thickness of 0.55 inches plus or minus 0.125 inches. The addendum confirms that Surge is the current manufacturer of rifle plates being used by the department, and clarifies that foreign entity registration with the Commonwealth of Virginia is not required to submit a bid but will be required prior to award notification.
The addendum addresses procurement procedural matters including confirmation that State Corporation Commission (SCC) registration is not a prerequisite for bid submission, though proof of registration will be required upon intent to award. Bidders not required to be authorized as foreign business entities under Virginia law must include explanatory statements in their proposals. The addendum does not address pricing terms, set-asides, or funding sources, as these details are contained in the primary RFP 26-42/NB documentation. All bidders must acknowledge receipt of this addendum as directed in the Request for Proposal or risk having their bids rejected, and all other terms and conditions of the original solicitation remain unchanged.

ADDENDUM NO. 1
DATE: June 4, 2026 ITB: RFP 26-42/NB Tactical Body Armor DATE ISSUED: May 12, 2026 BID DUE: June 16, 2026 @ 10:00 AM EST SUBJECT: To Provide Answers to Questions Received
Ladies/Gentlemen:
Addendum #1 is being issued to provide answers to questions received regarding the above bid.
Questions:
1) Question: I notice that the solicitation document states that "IIIA ballistic panels must be NIJ standard 0101.06 compliant tested" (p. 4) Does that mean panels must be NIJ certified or just tested according to NIJ standards? We do not have official NIJ certification but we do have test reports from nationally recognized, third-party NIJ-accredited ballistics labs that support our products.
Would this be sufficient?
Answer: Panels have to be tested according to NIJ standards.
2) Question: I notice that the first line item in Scope of Contract is listed as "Body
Armor Panels w/ concealable carrier" (p. 4), but in the item details, there is mention of hard armor plates, throat/collar protection, bicep protection, groin protection, etc. No vest on the market includes all those components and markets itself as concealable. Could you please clarify what concealable means in this context? Is the solicitation looking for a base vest that is concealable but has the option to add additional ballistic panels/plates?
Answer: The concealable carrier is an extra slot where the operators can place extra plates to add to the ballistic value. It's a pocket at can be covered and the plates secured within the pocket.
3) Question: Can you advise if we must register NOW as a foreign entity doing business with HAMPTON, VA or if this can be contingent upon award ; if any, and positioned as such in our response narrative?
Answer: No, SCC registration is not required to submit a bid. In order to issue an intent to award, vendor will need to show proof of registration.
Any bidder or offeror that is not required to be authorized to transact business in the Commonwealth as a foreign business entity under Title 13.1 or Title 50 or as otherwise required by law shall include in its bid or proposal a statement describing why the bidder or offeror is not required to be so authorized.
4) Question: Can you provide any additional information on the requirements for these hard armor plates on page 5 of 36? Level of protection? Material? Weight?
• g. It shall include 2 hard armor plates with a size of 10"x12" shooters cut.
Answer: We are looking for the following:

5) Question: Can you share the manufacturer name / part number of the rifle plates that are currently being used by the department?
Answer: Surge is the manufacturer being used. Part number is no longer available based on last order placed.
6) Question: Can you provide the bid tab from the current bid?
