About this file

This is an addendum to RFP-26-27-019 issued by the City of Danville, Virginia, providing clarifications and answers to questions regarding the renovation project at 206 North Union Street. The addendum addresses inquiries submitted by prospective bidders prior to the October 7, 2026 deadline for questions. The mandatory pre-proposal meeting was held on September 29, 2026 at 10:00 AM at 420 Memorial Drive, Suite 200, Danville, VA 24541, with virtual attendance available via Microsoft Teams. Proposals are due October 15, 2026 at 4:30 PM. The renovation scope encompasses a 10,755-square-foot, two-story Group B occupancy building including demolition of existing mezzanines and internal partitions; creation of two retail tenant spaces with backroom; installation of two 3-ton air handlers with heat pump units; new electrical distribution and LED lighting with emergency backup; plumbing fixture upgrades; fire-rated wall assemblies (minimum 1-hour per UL Design No. 301); and egress modifications to accommodate 24 total occupants. The contract term is 121 calendar days from Notice to Proceed, with work commencing no later than five calendar days after issuance. All work must comply with Virginia Construction Code (2021), Virginia Energy Conservation Code (2021), and Virginia Statewide Fire Prevention Code (2021).

Award will be based on best-value evaluation considering completion time, lump sum bid, project schedule, statement of qualifications, project approach, and quality. Bid security equal to 5% of the proposal amount is required, with the selected contractor providing 100% performance and payment bonds within ten calendar days of award. A 5% retainage is withheld from all invoices until final completion. Liquidated damages of $250 per calendar day apply for work not completed within the deadline. A Virginia-licensed contractor is required. Proposals must include company history, detailed qualifications with past five years of similar projects and references, project approach, schedule, and a lump sum budget proposal with twelve line-item categories. Three hard copies are required, with electronic submission via eVA also accepted. General contractor responsibilities include site safety, asbestos floor tile removal, utility connections, and restoration of affected adjacent areas. The existing EPDM roofing and structural elements are maintained.
