III. SUBMISSION/SCOPE SPECIFICATIONS:

Due Date: October 13, 2026 at 2:30 p.m. (C.S.T.)

Request for Proposal No: RFP #26-027 Project Name: Pest Management Services

IV. SCOPE SPECIFICATIONS/SUBMISSION:

The Laredo Independent School District - LISD (herein after referred to as District), is soliciting proposals for pest management services.

It is the intent of this RFP to solicit sealed proposals from qualified sources to establish a contract for comprehensive Integrated Pest Management Program Services as detailed herein for all Laredo Independent School District sites and facilities.

Proposals should reflect not only the expected costs to the vendor of providing basic pest control services, but also the cost of providing supplementary services such as reporting, emergency treatments, and in-service training and quality control activities.

This specification is part of a comprehensive Integrated Pest Management (IPM) program for the District listed herein. IPM is a process for achieving long-term, environmentally sound pest suppression through the use of a variety of management practices, including structural and procedural modifications that reduce pest access, food, moisture and harborage. Chemical methods are applied only on an “as needed” basis. Need is determined by pest population monitoring and previous unsuccessful attempts to solve the pest problem with non-chemical strategies.

Control products shall be placed where they are inaccessible to children, faculty, and staff.

The vendor shall adequately suppress the following indoor and outdoor pests:

Indoor populations of rodents, insects, mosquitos, arachnids, gnats and other arthropod pests not specifically excluded from the contract, like ticks and bed bugs;

Outdoor populations of potentially indoor-infesting species that are within the school property;

Nests of stinging insects within the property boundaries of the specified buildings.

Vendor must provide a quote per session when treating the following pests:

Birds, bats, termites, worms and snakes;

Plant-feeding pests.

Management of pests excluded from the specifications may be requested as an additional service, not included within the scope of this IPM contract.

The vendor shall furnish all supervision, labor, materials and equipment necessary to accomplish the monitoring, management and pest removal components of the pest program. The vendor shall also provide written site-specific recommendations for structural and procedural modifications to aid in pest prevention. The service provided will include 6 scheduled inspections/visits of all facilities and a maximum of 15 unscheduled service calls per location, proper identification and management of pests consistent with IPM principles, and recommendations to prevent future pest infestations. If any location is going to exceed 15 unscheduled service, the District IPM shall be contacted and advised that the 16th unscheduled service is needed and that an additional fee may be charged. Before the service is provided at an additional fee, the IPM Coordinator must approve at approved fee via an email. Any and all additional services that will cost extra from the Pest Management agreed contract shall get the permission from the IPM Coordinator prior to providing the service.

This contract is for a one-year period and all pricing must remain firm for the duration of the contract period. The contract shall include all truck, equipment, office and mileage fees, in addition to all monitoring supplies, pesticides and baits.

The district shall have at its discretion, the option to extend the contract for two (2) additional one (1) year periods subject to acceptable performance and available funds. Any extra costs for add-on services must be itemized in a like manner. If funds are not appropriated or otherwise made available to support continuation in any fiscal year succeeding the first fiscal year, the district shall have the right to terminate this contract and the vendor is not entitled to recover any costs not incurred prior to termination.

QUALIFICATIONS OF PROPOSERS

Proposals shall be considered only from proposers who, in the judgment of the district, are regularly established in business, financially responsible, able to show evidence of satisfactory past performance and ready, willing and able to render prompt and satisfactory services.

The district may request other information sufficient to determine proposers’ ability to meet the minimum standards listed above. Request for information contained in this section may also occur at any other time during the effective period of this contract.

Preference shall be given to proposers with a trained entomologist on staff, or access to one as a consultant. Please provide the name and address of a board-certified entomologist or other trained entomologist that your company uses.

The plan shall be submitted to and approved by the IPM Coordinator/Designee, and at a minimum, include the areas covered below.

STRUCTURAL/OPERATIONAL CHANGES

Using a building floor plan, such as on the fire evacuation plan, as a permanent record, the vendor shall describe site specific solutions for eliminating pest access, food, water and harborage. In addition, the vendor shall indicate the placement of glue and bait stations on the floor plan with an “X”. Each campus/dept. will provide a floor plan for the technician to mark placement of glue boards and/or bait station.

MONITORING

The vendor shall describe the products and procedures used for identification of pest presence, access and harborage locations (i.e., monitoring for cockroaches on a monthly schedule using roach sticky traps). Unlicensed applicators will not be permitted to service the district under this contract.

USE OF CHEMICAL CONTROL METHODS

The vendor shall be responsible for application of pesticides according to the label. All pesticides used by the vendor and operators must be registered with the United States Environmental Protection Agency and the State of Texas.

The vendor shall adhere to the following rules for chemical control products:

The vendor shall not apply any pesticide product that is not included in the Pest Management Plan or pre-approved by the IPM Coordinator. Transport, handling and use of all pesticides shall be in strict accordance with the manufacturer’s label instructions and all applicable Federal, State, and local laws and regulations.

The use of a Category I pesticide in a school is considered unnecessary and is not part of an IPM program. Use of a Category II pesticide is considered only in those unusual circumstances where alternative treatments have failed.

Chemical pest management strategies must be initiated with Category III pesticides.

Pesticide application shall be according to need and not by schedule. Such chemical control methods shall not be applied unless visual inspections or monitoring devices indicate the presence of pests in excess of the threshold levels in a specific area, and non-chemical control methods have proved unsatisfactory. Preventive chemical control treatments in areas where there is a potential for insects and rodents will be evaluated on a case-by-case basis with the IPM Coordinator.

When the application of chemical control products is necessary, the vendor shall employ the least hazardous materials, most precise application techniques, and the minimum quantity of pesticide necessary to achieve control. The vendor shall provide the IPM Coordinator at least a 48-hour notice prior to the application of a pesticide at any school facility, unless otherwise determined by the IPM Coordinator. No pre-notification is required if the pesticide is formulated as a bait or in a containerized bait box, however all bait related activities shall be recorded on the appropriate form and shall be documented on the site floorplan as needed.

As a general rule, the vendor shall apply all insecticides as “crack and crevice” treatments only, defined in this agreement as treatments in which the formulated insecticide is not visible to a bystander during or after the application process. Application of insecticides to exposed surfaces or as space sprays (fogging) shall be restricted to exceptional circumstances where no alternative measures are practical. The vendor shall obtain approval from the IPM Coordinator prior to any such application.

The vendor shall take all necessary precautions to ensure tenant and employee safety, and all necessary steps to ensure the containment of the pesticide to the site of application. No pesticide is to be applied in any room or area while in use or occupied by faculty, staff or students with the exception of pre-approved containerized baits. The vendor will follow all requirements on product labels including re-entry time periods. The technician onsite will share the re-entry time with onsite staff in writing in the IPM log and service ticket.

Insecticide bait formulations shall be the standard pesticide technology for cockroach and ant control, with alternate formulations restricted to unique situations where baits are not practical. The vendor shall not store any pesticide product in the buildings specified in this agreement.

Non-pesticide controls include the use of a portable vacuum for initial pest suppression and the use of indoor trapping devices. Bait formulations shall be used where appropriate. Sticky traps will be used to monitor indoor insect populations and be used to evaluate the effectiveness of efforts wherever necessary. Bait and traps must be concealed and not readily accessible to students.

YELLOW AND RED CATEGORY PRODUCT APPROVAL

In Texas, approval for the use of yellow and red category pesticides under Integrated Pest Management (IPM) depends on the type of pesticide and the level of risk it poses.

Yellow Category Pesticides These pesticides are more toxic than green category pesticides, but less toxic than red category pesticides. They require written approval from a Certified Applicator, and approval is valid for up to six months or six applications per site.

Red Category Pesticides These pesticides are highly toxic can have the most restrictive application and reentry requirements. They require written justification from the licensee to the IPM Coordinator, and signed approval from the IPM Coordinator.

Approval is valid for up to three months or three applications per site.

The Texas School IPM system uses a color-coded system to classify pesticides based on their toxic level. The IPM Coordinator must keep records of yellow and red category pesticide applications.

RODENT CONTROL

Rodent control inside occupied facilities shall be accomplished with trapping devices or methods that are environmentally sound. All such devices shall be concealed and in protected areas so as not to be disturbed by school operations.

When trapping devices are deployed they shall be checked every 24 hours. The vendor is responsible for disposing of all trapped rodents or rodent carcasses in an appropriate manner. Other treatment techniques require the submittal to the Pest Control Coordinator for review and approval.

Rodenticides may be used only in exceptional circumstances when deemed essential for adequate rodent control.

The vendor shall obtain approval from the IPM Coordinator prior to making any interior rodenticide treatment. All rodenticides, regardless of packaging, shall be placed either in locations not accessible to children, pets, wildlife and domestic animals, or in EPA-approved tamper-resistant bait boxes. As a general rule, rodenticide application outside the building shall emphasize the direct treatment of rodent borrows wherever feasible.

Outdoor bait boxes shall be placed out of general view where they will not be disturbed by school operations. The lids of the boxes shall be securely locked or fastened shut. All bait boxes shall be attached or anchored to the ground, building wall, or other immovable surface so that the box cannot be disturbed. Bait shall always be secured in the feeding chamber of the box and never placed in the runway or entryways of the box. All bait boxes shall be labeled on the inside with the vendor’s business name and address. The outside of the box shall be dated at the time of installation and after each service. Inspections of bait boxes shall occur at least monthly during the year.

STRUCTURAL MODIFICATIONS AND RECOMMENDATIONS

The vendor is responsible for advising the IPM Coordinator/Designee, in writing, about any structural, sanitary, or procedural modifications that will reduce pest access, food, water and harborage. The vendor shall not be responsible for carrying out structural modifications as part of the pest control efforts. The vendor shall be responsible for adequately suppressing all pests included in this agreement until such time as the appropriate preventive measures are enacted. The district is committed to completing the necessary preventive measures in a reasonable and timely fashion.

WASTE DISPOSAL

The vendor is responsible for all waste generated by their work on school grounds. Non-hazardous solid waste products shall be removed from the work-site and placed in dumpsters located on school property. All non-hazardous liquid waste must be removed from school property by the vendor. All hazardous waste materials generated by the vendor during servicing shall be removed from the school property and disposed of in accordance with all applicable Federal, State and County Laws and Regulations. For the purpose of this contract, any waste chemical suppressant will be considered the property of the vendor. Under no circumstance is any hazardous material to be disposed of at any location in the school system. It shall be the responsibility of the vendor to insure the hazardous waste materials are properly packaged, labeled and transported in accordance with all applicable Federal, State and County Laws and Regulations. Costs of disposal are to be borne by the vendor.

The district has a yearly average of 19,000 enrolled students and over 3,500 employees striving for academic excellence. At the Laredo ISD, learning is the key to a bright and successful future. By setting high standards, the district plays a crucial role in preparing the students to meet the challenges and demands of today's high-tech and multicultural work place.

*Additional demographical information is located within the RFP specifications.
