Summary of RFP 26-024 CNP Kitchen Equipment

This is a Request for Proposal (RFP) issued by the Laredo Independent School District (LISD) in Texas for the procurement of kitchen equipment as part of their Child Nutrition Program (CNP). LISD is soliciting proposals from responsible vendors to provide Accutemp Evolution Steamer units—either the preferred specification or an approved equal—with USA-made products preferred. The district requires equipment delivery and installation across multiple campuses, including 12 elementary schools, 3 middle schools, and 1 high school. Specifically, LISD requires 16 single-stack steamers and 5 double-stack steamers, with Nixon High School requiring 2 double-stack units. Vendor participation in a mandatory site visit is required, with visit dates to be determined and communicated through the district's Bonfire online bidding platform. The RFP submission deadline is October 13, 2026, at 2:30 p.m. Central Standard Time. The evaluation committee will review proposals between October 13–15, 2026, with recommendations presented to the Business and Support Services Committee on November 5, 2026, and Board approval anticipated on November 12, 2026 (all tentative dates).

Vendors must provide turnkey installation services including equipment verification, removal of existing equipment, delivery, installation, utility connections (electrical and plumbing), site coordination, and cleanup. The vendor is responsible for verifying all specifications, conducting on-site utility inspections, disconnecting existing equipment, and providing cost quotes for any necessary electrical or plumbing upgrades. All equipment includes a 5-year parts and labor warranty with a 7-year steamer chamber warranty. Proposals must include pricing on the RFP price sheet with brand and model numbers, manufacturer brochures, signed state and federal certifications, completed Form 1295, a vendor information packet, and—if awarded—proof of liability insurance (ACORD 25) within 10 days of award. The RFP is structured as an "all or some" proposal, allowing LISD to award to multiple vendors and reject any or all proposals. Federal funding requirements apply, necessitating compliance with Buy American provisions, anti-lobbying certifications, and various civil rights and environmental regulations. Vendor proposals received through phone, facsimile, email, or other informal means will not be accepted; all submissions must be made through the Bonfire Portal or hand-delivered to the Procurement Department.
