About this file

This document is a Questions and Answers (Q&A) spreadsheet for RFP 250000003013, involving the State of Michigan's water treatment services procurement. The RFP covers water treatment services for various systems including steam boilers, closed loop systems, and cooling towers. The State indicates that the contractor will be responsible for providing all necessary feed equipment, treatment, test equipment, and supplies. No site survey will be conducted, and testing supplies are covered under the contract. Water meter data for make-up water volumes was not readily available at the time of the document's creation.

The Q&A reveals that the current water treatment setup includes multiple cooling towers and boilers, with specific control limits and current water condition parameters provided. The State will not include corrosion coupon services in this contract. The contractor is expected to manage chemical treatment, with the current setup using one non-oxidizing biocide (Predator 1020). Bidders are provided with a snapshot of existing water conditions, including pH levels, conductivity, alkalinity, and other technical specifications to help potential contractors understand the current water treatment environment and service requirements.

Q #Document and SectionPage #Bidder QuestionResponse
1N/AN/AOn the cooling tower, I only see one non-oxidizing biocide (predator 1020). Is there also an oxidizing biocide (bromine or chlorine) as well? (asking because maybe this is provided as a commodity from another vendor)No, there is not an oxidizing biocide presently.
2N/AN/ADoes the State of MI own all the feed equipment for the chemicals. Is the awarded bidder expected to provide any equipment under the RFP?Contractor will be responsible for all necessary feed equipment, treatment, test equipment and supplies.
3N/AN/ACan a site survey be set up next week through Heath Miller to review the water treatment systems? The State does not plan to host a site survey for this procurement.
4N/AN/AIs the testing supplies covered under the RFP, or do you purchase these separately? (this is if your team, State of MI, is testing on site)Yes, testing supplies for this contract are covered under the RFP. Any testing the State does separately will not utilize contractor supplies.
5N/AN/ADo you have any water meter data for the make-up of the steam boilers, closed loop, and cooling towers? If water meter data is recorded, can you provide this information for the RFP?At the time of this writing, make-up water volumes were not readily available.
6N/AN/ACan you provide a service report from the current vendor or your own if you test on site, so that the testing ranges for the cooling tower, closed loop, and steam boilers can be reviewed for the service and testing requirements for the monthly service visits?A snap shot of some recent conditions is provided in the table below as an example. It is not intended to represent normal, satisfactory conditions nor is it intended to illustrate all monitoring points, specifications or parameters.
7N/AN/ADo you currently use corrosion coupons on the closed loop and cooling tower—if so, do you want this service included in the contract?Corrosion coupons will not be included in this contract.
