About this file

This is a Statement of Work for RFP 250000001354 issued by the Michigan State Police (MSP) for Integrated Ballistic Identification System (IBIS) enhancements, maintenance, and support. The contract seeks to upgrade the existing IBIS technology in MSP's Forensic Science Division Laboratories with new 3D imaging technology and search engines connected to the National Integrated Ballistic Information Network (NIBIN). The scope includes providing four NIBIN Cartridge Cases Acquisition Upgrade Packages and one NIBIN Cartridge Cases Acquisition, Analysis & Triage Package, along with installation, commissioning, warranty coverage, and basic training. Deliveries are required to MSP forensic laboratories in Bridgeport, Lansing, Grand Rapids, and Detroit within 3-6 months after purchase order acceptance.

The contract requires firm pricing for the entire contract term, with equipment delivery and installation occurring within one working day per equipment package per site. A one-year warranty is required with an extended warranty purchase option. The contract includes specific Service Level Agreements with financial penalties for non-compliance, particularly regarding delivery timing and accuracy. The system must connect to NIBIN through the Department of Justice's JUTNet network, though no State network connectivity is included in this contract. Twenty percent of any subcontracted work exceeding 20% of deliverables must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises (GDBE).
