About this file

This is an Award Recommendation document from the Michigan Department of Technology, Management, & Budget's Procurement office for Request for Proposal (RFP) 250000001001 for Gasoline and Diesel Fuel Delivery Service. The RFP was posted on SIGMA VSS on June 9, 2025, for 39 days, with proposals due by July 18, 2025. Four bidders submitted proposals: Ace Petroleum Inc., Gen Oil Company, RKA Petroleum Companies, Inc., and Crystal Flash, Inc. The contract term is three years, with up to five additional one-year renewal options, and will cover fuel delivery to all State of Michigan locations, including the upper peninsula, using tank wagon or truck transport deliveries.

Crystal Flash, Inc. was recommended for the award at $10,000,000, being the only vendor to receive a passing technical score and able to provide service to most of the state. They were the only vendor to bid on several prosperity zones and have a proven track record of working with the State. RKA Petroleum was deemed non-responsive for failing to follow proposal instructions, while Ace Petroleum and Gen Oil Company scored 42 and 62.5 respectively, not meeting the RFP requirements. Crystal Flash's pricing varied by region, with no bids for Western and Central Upper Peninsula zones, and pricing ranging from $2,440.35 to $57,975.81 for other regions. The award recommendation considers overall economic impact to the State of Michigan, though this was not a determinative factor in the selection.
