About this file
This is an Amendment 4 document for Request for Proposal (RFP) 25-VSW-SAKK-019 issued by the State of Alaska Department of Environmental Conservation's Village Safe Water Program. The RFP seeks a contractor to design a new year-round water intake and raw water transmission line for Shaktoolik, Alaska, based on recommendations from a December 2021 Preliminary Engineering Report. The amendment addresses a vendor's concern about the project's timeline, specifically the Design and Assessment Report (DAR) schedule spanning June through October. The department confirmed that bidders can propose a modified timeline to enable winter evaluation, referencing RFP Part C Evaluation Criteria, Section I - Technical Proposal #2 Project Approach. The proposal is due on March 11, 2025, at 2:00 PM Alaska Standard Time.
The document emphasizes the importance of vendor registration to receive subsequent amendments, with potential proposal rejection for non-compliance. The State of Alaska ensures ADA compliance, offering accommodations for individuals with disabilities who may need auxiliary aids or special modifications to submit a proposal. Vendors must contact the procurement specialist, Evan Patterson, via email at evan.patterson@alaska.gov at least 10 calendar days before the proposal closing date to arrange necessary accommodations. The RFP is focused on addressing water infrastructure needs in the remote Alaskan village of Shaktoolik, with a clear emphasis on comprehensive project design and adaptable assessment timelines.

Re: Amendment 4
RFP 25-VSW-SAKK-019
Water Intake and Water Transmission Line RFP Due Date: March 11, 2025 @ 2:00 PM AST
The following are vendor questions and the department’s response:
1. Vendor: The schedule for the DAR that is provided in the Shaktoolik RFP spans June through October. We are concerned this timeframe may be too short to allow for adequate assessment of river activity/conditions during winter months. Is it acceptable for responders to propose a modified timeline to enable winter evaluation, or is the stated schedule firm?
Department: Yes, it would be acceptable for a modified timeline to be proposed. See RFP Part C Evaluation Criteria, Section I – Technical Proposal #2 Project Approach.
