PROPOSAL SUBMISSION REQUIREMENTS

Specific Instructions and Requirements for Proposal Submission: A mandatory Pre-Bid meeting will be held, and a submission checklist of required documents (Licenses, Insurance Certificates, References, Pricing template, etc.) must accompany each proposal. Incomplete submissions will be deemed non-responsive.

To strengthen this RFP and reduce potential risk for the City, the following specific instructions and requirements must be addressed within your Proposal:

1. Budget vs. Scope Misalignment: Additionally, Proposers must submit cash flow projections and milestone billing schedules to demonstrate financial feasibility and alignment of available funding with phased project execution. Given the current budgetary shortfall, Proposers are required to submit their Proposals with flexibility to address potential partial funding. Your Proposal must include:

1.1 Proposals with Prioritized Phases: Clearly delineate your proposed Services into distinct, prioritized phases. For each phase, provide a detailed Scope of Work and associated costs, indicating which Services or Properties would be covered under each phase. This will allow the City to consider partial funding scenarios.

1.2 Costed Options (Base Bid Plus Alternates): In addition to your comprehensive Bid, provide costed options or "alternates" for specific Services or Property types that could be added or removed based on available funding. Clearly label these as base Bid and alternates.

1.3 Potential Value-Engineering Suggestions: Propose any innovative or cost-saving approaches (value-engineering suggestions) that could achieve similar or improved outcomes at a lower cost, without compromising quality or safety. Clearly describe the suggestion, its impact on scope and quality, and the estimated cost savings.

2. Unit Pricing Details (Detailed Pricing Schedule) Proposers must provide a comprehensive and granular unit pricing schedule. Expand by specifying how unit pricing is broken down for:

2.1 Different Structure Sizes: Provide unit pricing based on square footage or classification (e.g., small, medium, and large) for demolition of single-family homes, multi-unit structures, and other building types.

2.2 Debris Types: Separate unit pricing must be provided for the haul-off and disposal of distinct debris types:

2.3 Construction and Demolition (C&D) Debris (e.g., concrete, wood, metal)

2.4 Vegetative Debris (e.g., trees, brush, stumps)

2.5 Miscellaneous Waste and Junk (e.g., household items, general trash) 3 Hazardous Materials: Separate and distinct pricing is required for the handling, removal, transport, and proper disposal of hazardous materials, such as asbestos, lead-based paint, regulated waste, or other environmental contaminants encountered during demolition or cleanup. The Prospers must outline their qualifications and procedures for handling such materials in accordance with Georgia EPD regulations and OSHA standards.

4. Vehicle Removals: Provide a clear unit cost for vehicle removal. This unit cost must explicitly state whether tow fees, disposal fees, and any associated environmental fees are included in the Bid price.

5. Attachment C: Bid Cost Form (Proposers should create a table in their response if the City offers no formal attachment).

6. Performance Requirements and Timelines: Proposers must also describe their contingency strategies for unforeseen conditions, such as asbestos discovery, underground obstructions, or hazardous debris, to reduce the risk of costly change orders.

The Proposer must include a detailed plan addressing performance expectations and timelines:

6.1 Maximum Response Time: State your maximum guaranteed response time to begin work after receiving a formal Notice to Proceed (NTP) from the City. This should be expressed in business days.

6.2 Milestone Schedules: Provide proposed milestone schedules for typical project types (e.g., single-family demolition, multi-unit demolition, general cleanup, securing a Property).

These schedules should outline key phases, durations, and dependencies.

6.3 Penalties or Liquidated Damages: Proposers should acknowledge and agree to potential penalties or liquidated damages for failure to meet agreed-upon timelines or performance metrics, as may be stipulated in the final Contract in accordance with Georgia Contract Law.

The City reserves the right to include such clauses to ensure timely project completion.

7. Permitting, Regulatory Compliance, and Environmental Requirements

Your Proposal must clearly outline your approach to permitting and regulatory compliance:

7.1 Responsibility for Obtaining Permits: Clearly state who will be responsible for obtaining all necessary permits for demolition, waste disposal, environmental remediation, and any other required activities from federal, state (e.g., Georgia EPD), and local authorities (e.g., City of South Fulton Planning & Zoning, Building Department).

7.2 Reimbursable Costs for Permit Fees: Clearly identify if permit fees are included in your unit pricing or if they will be treated as separate reimbursable costs. If reimbursable, outline the process for City approval and documentation.

7.3 Required Compliance Documentation: Describe the documentation you will provide to ensure compliance, including but not limited to:

Waste manifests and disposal records.

Dust control measures and monitoring plans.

Stormwater pollution prevention plans (SWPPP) and erosion control measures, as required by Georgia EPD and local ordinances.

Asbestos and lead-based paint abatement plans and certifications, if applicable.
