About this file

This Request for Proposals (RFP-25-037) is issued by the Florida Department of Corrections (FDC) seeking a contractor to develop and implement a comprehensive Workforce Readiness/Employability Skills curriculum delivered via virtual reality (VR) devices. The solicitation aims to provide education and industry-recognized credentials to up to 20,000 inmates across multiple correctional institutions statewide. The RFP was released on March 11, 2025, with proposals due on May 6, 2025, and an anticipated contract award in June 2025. The initial contract term will be three years, with potential renewal options for up to three additional years. The successful vendor will be responsible for developing online curriculum, issuing credentials, providing VR devices, generating comprehensive reporting, and maintaining network capabilities for the educational program.

The contract will be funded through the Inmate Welfare Trust Fund, subject to annual legislative appropriation, and will be structured with a fixed rate per online curriculum and credential issued. The estimated annual quantity is 20,000 for each. Evaluation of proposals will use a point-based system totaling 1,000 points, with 750 points allocated to technical criteria and 200 points to cost considerations. Key performance requirements include maintaining a 75% quarterly completion rate and providing nationally recognized certificates. Bidders must demonstrate compliance with various state requirements, including maintaining a drug-free workplace, using E-Verify, conducting staff background checks, and adhering to strict security protocols for working within correctional facilities. The procurement seeks a vendor with robust technological capabilities in developing workforce education curriculum and VR-based learning experiences for correctional education programs.
