The RFP seeks a vendor to provide an online career readiness assessment platform with comprehensive services in Applied Math, Graphic Literacy, and Workplace Documents for up to 10,000 inmates across 143 correctional facilities statewide. The primary objectives include enabling inmates to earn National Career Readiness Certificates and improve employability through digital assessment and curriculum tools. Proposals are due on May 2, 2025, with an anticipated award in May 2025. The initial contract term is three years, with potential renewal options for up to three additional years, contingent on annual legislative appropriation.

The procurement will be funded through the Inmate Welfare Trust Fund, with pricing structured on a fixed rate per online assessment and credential issued. The evaluation framework will assess proposals across four categories: Business/Corporate Experience and Qualifications (250 points), Project Staffing (50 points), Technical Specifications/Service Delivery Approach (500 points), and Cost (200 points). Vendors must maintain a 75% quarterly completion rate and provide services daily from 7:00 a.m. to 10:00 p.m., with potential financial penalties of up to $5,000 per quarter for performance shortfalls. The RFP does not explicitly outline specific set-aside designations for disadvantaged enterprises. Vendors must demonstrate experience in digital assessment platforms, career readiness programming, and corrections-based educational technologies, with comprehensive technical, operational, and reporting capabilities.
