About this file

This document is Addendum #002 to Request for Proposal (RFP) FDC RFP-25-036, issued by the Florida Department of Corrections (FDC) for Career Readiness Assessments and Aligned Curriculum. The solicitation seeks a vendor to provide an online career readiness assessment platform with aligned curriculum in Applied Math, Graphic Literacy, and Workplace Documents for up to 10,000 inmates across Department-operated institutions. The project will utilize existing computer-based testing capabilities in on-site computer labs, with instructional materials provided on inmate tablets. Proposals are due by May 22, 2025, at 2:00 p.m., with the Department intending to award one contract for services outlined in the RFP. The primary objectives include reducing recidivism, enhancing public safety, and promoting post-release success by equipping inmates with career readiness certificates and foundational employability skills.

The cost proposal structure requires vendors to submit a fixed rate per online assessment and per National Career Readiness Certificate issued, with an estimated annual quantity of 10,000 for each. Vendors must demonstrate financial stability, maintain a Dun & Bradstreet Financial Stress Score of 1-4, and provide a proposal bond of 1% of the total contract value. The evaluation will be comprehensive, scoring proposals across Business/Corporate Experience and Qualifications (250 points), Project Staffing (50 points), Technical Specifications/Service Delivery Approach (500 points), and Cost. Notably, to be considered, vendors must offer the National Career Readiness Certificate developed by ACT. The contract requires maintaining a quarterly completion rate of at least 75% and compliance with various state regulations, including E-Verify requirements and scrutiny of potential vendors against prohibited company lists.

Question Number

Answer

We have been in discussions with FDC Office of Programs and Re-Entry to establish a pilot program to test operation of our online curriculum on the Securus tablets, does this RFP prevent us from implementing that pilot program?

No pilot programs are permitted while this procurement is active. All communication related to this procurement must comply with Section 1.8, Vendor Inquiries.

Did FDC purposefully draw the RFP so narrow to prevent companies other than ACT from successful bidding?

In drafting this RFP, the Department adhered to the precise language specified in the legislative proviso. Please see Section 1.3, Statement of Purpose.

Why does the RFP, in Sec. 2.1 Scope of Services - General Description of Services, use language directly from the ACT WorkKeys - Career Readiness Curriculum Webpage to describe the services to be delivered by the vendor? (i.e. https://www.act.org/content/act/en/products-and-services/act-workkeys.html Earn, verify, certify, and share the essential foundational skills for workplace success with the ACT® WorkKeys® National Career Readiness Certificate™ (NCRC®)—a portable, evidence-based credential earned by completing and ranking scores in the Applied Math, Graphic Literacy, and Workplace Documents WorkKeys Assessments.)

Please see the Department’s Answer to Question Number 2.

Will there be opportunities for vendors to serve the remaining population on tablets, and if so, will the requirements also be as narrowly focused?

No. Please see Section 2.5, Contractor’s Responsibilities.

Several of the forms require the signature of an authorized representative. Please confirm that DocuSign signatures are acceptable.

Yes, DocSign signatures are acceptable.

The background information refers to 143 facilities and 130 offices. Attachment I lists 104 service/delivery locations. Can you confirm the number of sites to which the contractor will be responsible for administering

This project will serve up to 10,000 Inmates housed throughout the State at the locations listed in Attachment I. Specific locations have not been determined at this time.

Addendum #002 8 of 21 FDC RFP‐25‐036 assessments? Can you confirm the number of sites that will need access to the curriculum?

In part e, what are “all necessary network capabilities required to communicate across the Contractor’s online system”?

All third-party Contractors are required to complete a cybersecurity risk assessment that tests its architecture against Securus’ integration standards. Additionally, all third-party Contractors are required to complete the questionnaire attached to this Addendum, which details the type of integration each Contractor prefers. Integration practices vary depending on the Contractor’s preference.

Can you share the tablet technology infrastructure structure requirements?

Please refer to the attached PDF, Exhibit A, which outlines the specifications for two types of SECURUS tablets used by the Department: JP6 tablets and EVOTAB tablets.

Will these tablets support online assessments and curriculum with whitelisted URLs?

If the Contractor designs the assessments to be integrated into the curriculum, then the tablet platform will support those assessments.

10 What tablets are being used?

Please see the Department’s Answer to Question Number 8.

The Department is currently conducting a separate procurement for Inmate Communication services. The procurement may result in a continuation of tablet services with the incumbent Vendor or transition to another Vendor. Respondents must provide a solution compatible with the Department’s current or future tablet Vendor.

In reference to “The Department will work with the Contractor to coordinate the participation of each Inmate referred to the Program,” what is the contractor’s role in coordinating participation?

The Contractor will be required to attend both online and in-person coordination meetings, respond to questions, engage in discussions, offer insights, and make reasonable efforts to facilitate effective communication and collaboration among all parties involved.

In reference to “The Contractor shall maintain nationally recognized status throughout the term of the Contract and

Please refer to Change No. 5. Vendors must provide the National Career Readiness Certificate (NCRC).

Addendum #002 9 of 21 FDC RFP‐25‐036 shall include proof of status in its Proposal,” what is sufficient proof of status?

Regarding the requirement to “issue a nationally recognized Career Readiness Certificate to every Inmate upon earning the award and provide a copy to the Contract Manager” certificates can be printed locally at each site, at no cost. Or does FDC require the Contractor cost for and print and ship two copies of the certificate (i.e., a copy for the examinee and a copy for the Contract Manager)?

Certificates shall be emailed to the Contract Manager electronically, and the Contract Manager will print them on-site at no charge to the Contractor.

In reference to “The Contractor’s curriculum shall be based upon the strengths and lessons of current Florida employer standards, as established by the Florida Department of Education and the Florida Department of Commerce,” please provide the Florida employer standards, as established by the FDE and FDC.

Please refer to Change No. 6.

To allow comparison across bids, how many annual face-to-face training and meetings with FDC staff should vendors include in their proposal?

The Contractor should include a minimum of one (1) annual in-person training in its Proposal.

Please further clarify the calculation for Course Completion Rate. Text states “The rate shall be calculated as the number of Inmate Students per quarter, divided by the total number of Inmate Student completions per quarter.” Is the “number of inmate students per quarter” the number of inmates assigned to take the assessment, number eligible to take the assessment, or something else?

Please refer to Change No. 7.

Can FDC confirm that inmates will access the curriculum using a locked/connected browser, not a disconnected browser?

All content is accessed through Securus’ secured network through the tablet’s secured browser.

Addendum #002 10 of 21 FDC RFP‐25‐036

18 What are the Department’s Inmate tablet technical requirements?

Please see the Department’s Answer to Question Number 8.

What secure browser will FDC use to administer the assessments?

FDC administrators, staff, and faculty will access assessment data from their desktops using credentials provided to them by the awarded Vendor, and the assessments will be delivered to the students via the tablet. All administrative access and facilitation of student progress and data will be from a webview.

Is the cost for the screening covered by FDC? If not, would FDC consider eliminating this requirement or limiting to only those staff traveling to FDC sites.

No. The cost for TB screening will not be covered by the Department. However, the screening is limited to staff traveling to FDC sites for in-person events.

For the curriculum, we are unable to bill based on course completion, as we do not have any control over inmates’ usage of the curriculum. Our payment structure is based on access. An annual site license fee will be charged for each FDC site that needs access to the curriculum, regardless of the number of inmate students at the site.

Can FDC agree to an annual invoice for the curriculum based on the number of sites that have access?

For the assessments, we do not charge per certificate earned, as we do not have any control over the number of assessments an examinee will take or the performance level needed to earn a certificate. A per assessment fee will be charged for each assessment administered. For any paper-based, if applicable, FDC will be charged based on the number of answer documents returned for scoring.

For online testing, FDC will be charged for the number of online tests launched. Can FDC agree to monthly invoices based on the number of assessments returned and launched?

No. The requested curriculum will be billed based on Credentials issued. Please refer to Change No. 1, which removes the cost per assessment from Attachment II – Cost Proposal Sheet. The Department may deem Replies with altered Cost Proposal Sheets as non-responsive.

Addendum #002 11 of 21 FDC RFP‐25‐036

The following RFP language seems to prohibit vendors’ ability to provide a budget narrative to explain their Cost Proposal Sheet “all Proposals that are conditional, incomplete, or which contain irregularities, as these will be deemed a counteroffer… Any qualifications, counteroffers, deviations, or challenges may render the entire Proposal non-Responsive.” Please clarify whether FDC will allow a budget narrative to be included with the vendor’s Cost Proposal Sheet.

No. The Department will not utilize a budget narrative for any purpose related to this solicitation.

Is the proposed contract exempt from the Transaction Fees as detailed in the MyFloridaMarketPlace Service Terms of Use? If not, can FDC describe the Transaction Fee that will apply?

According to Section 4.24, MyFloridaMarketPlace Ariba On Demand (MFMP AOD) Registration, the Department has determined that payments made under the Contract are excepted from the Transaction Fee pursuant to Chapter 60A- 1.031(6), F.A.C.

Section 4.25 provides instructions for redacting confidential information. If the financial statements that will be provided as evidence in response to Tab F, Requirement 3.5.6, are not publicly available, and that is the only thing in the proposal being redacted, is it sufficient to just provide a redacted and unredacted version Tab F?

No. Please refer to Section 4.25., Confidential, Proprietary, or Trade Secret Material. If the Vendor considers any portion of the documents, data, or records submitted in response to this solicitation to be confidential, the Vendor must provide the Department with a separate redacted copy of the entire response.

Column A (Proposed Fixed Rate) only allows for a single unit price for the assessment (e.g., year 1). How do vendors provide unit pricing for years 2 and 3 of the proposed contract?

Please refer to Change No. 1. The Vendor’s price shall be fixed for the entire term of the Contract.

In section 1.3, Statement of Purpose, on page 8 the RFP states that the program is to serve up to 10,000 inmates and that inmates who successfully complete all three assessments (Applied Math, Graphic Literacy, and Workplace Documents) may earn a National Career Readiness Certificate. To avoid overcharging for the

Please see the Department’s Answer to Question Number 21.

Addendum #002 12 of 21 FDC RFP‐25‐036 assessments there is a unit price for each of the three assessments vs a bundled price for the completion of all three. Can row 1 of the Cost Proposal Sheet be updated to reflect an estimated quantity of 30,000 assessments?

Section 2.6.7, on page 15 of the RFP requires remediation services and for inmates to be able to retake assessments. Will FDC update the Cost Proposal Sheet to include a row for reassessment or should vendors assume that any retakes will be invoiced at the same unit price as the per assessment cost in row 1?

Please see the Department’s Answer to Question Number 21.

Successful completion of all three assessments allows examinees to earn a credential, we do not charge a separate fee for earning the credential itself. Therefore, should we leave unit rate blank in row 2, if not, what is meant by the unit cost “Rate per each Credential issued”?

Please see the Department’s Answer to Question Number 21.

Is electronic access to the credential acceptable or do printed copies of the credential need to be provided?

Because inmates need to successfully complete all three assessments to earn a credential, please confirm that the number of assessments and the number of certificates earned cannot both be 10,000.

Please see the Department’s Answer to Question Number 13.

The Cost Proposal Sheet does not include a place to capture costs for licensing for the curriculum or for the required staffing, training, and meetings. Can FDC add a row to the Cost Proposal Sheet for an annual per site curriculum licensing fee?

No. Please see the Department’s Answer to Question Number 21.

Should vendors assume that all 104 sites listed on Attachment 1 – pages 52-59 need access to the curriculum? Will any other sites require access, if so, what is the total number of sites?

Please see the Department’s Answer to Question Number 6.

Addendum #002 13 of 21 FDC RFP‐25‐036

32 Can FDC add a row for staffing, training, and meetings?

No. Please see the Department’s Answer to Question Number 21.

Can vendors provide cost options for paper-pencil assessments and/or hard copy curriculum? If so, how should those options be provided in the Cost Proposal Sheet?

No. Please see the Department’s Answer to Question Number 21.

The first row of the Evaluation Criteria Form asks, “To what extent does the Vendor’s corporate structure and qualifications demonstrate the capability to perform under a Contract?” Vendors are asked to provide the page numbers within RFP section 3.5.2.3 where this information is located. 3.5.2.3 refers to providing business references (3.5.2.3 is also referenced in the last row of the table).

Please clarify if RFP Section 3.5.2.1 (Narrative/Record of Past Experience) and/or 3.5.2.2 (Business/Corporate Background) is the appropriate RFP Section Reference for this row.

The column labeled “Page Number(s) Where Info. Is Located” in Attachment III – Evaluation Criteria Form refers to the Page Numbers of the Vendor’s submitted Proposal. Vendors are required to provide the Page Numbers from their Proposal in the Evaluation Criteria Form.

The sixth row of the Evaluation Criteria Form asks, “To what extent does the Vendor demonstrate stability in providing contractual services?” Vendors are asked to provide the page numbers within RFP section 3.5 where this information is located. 3.5 is a wide-ranging requirement that includes the requirements for Tabs A through F of the proposal. Please clarify the specific RFP requirement(s) that apply for this row.

Please see the Department’s answer to Question Number 34.

Should vendors return Attachment III within Tab A- Executive Summary?

Yes. Attachment III – Evaluation Criteria Form, shall be included under Tab A.

Are the cost evaluation points based on Year 1 costs only or Years 1, 2, and 3 combined?

Please see the Department’s Answer to Question Number 25.

Addendum #002 14 of 21 FDC RFP‐25‐036

Regarding the requirement for years of business corporate experience, please confirm that all previous experience will be considered, including the experience of a predecessor legal entity from which all products, leadership, and employees were transferred to pursuant to an asset purchase agreement.

Vendors are encouraged to provide all relevant business corporate experience in accordance with Section 3.5.2, for the Department to evaluate.

It is unusual that vendors would be required to provide a bond or check with their proposal. Would FDC consider eliminating this requirement and instead ask vendors to guarantee that their pricing and proposal will remain valid for one year, as noted in Section 3.12 of the RFP?

No. Please refer to Change No. 3.

Would FDC consider eliminating this requirement given the extensive financial consequences already contemplated as part of this contract, as described in Section 2.11 Performance Measures and Financial Consequences, beginning on RFP page 22?

No. Please see the Department’s answer to Question Number 39.

Would FDC revise the Financial Stability requirement to indicate a Dun & Bradstreet score OR audited financial statements, to be consistent with Section 3.5.6 Tab F, on RFP page 35.

No. Vendors must provide documentation as specified in Section 3.5.6, Tab F – Financial Stability.

Should vendors complete the top portion of Attachment VIII for each of its references and include within Tab B?

No. Attachment VIII will be completed by the Department utilizing the information provided on Attachment VII – Business Reference Form.

For each row of the table, is the vendor to enter either “certified” or “N/A” where it currently says “choose an item” in the vendor indicator column? Do vendors leave the customer indicator column blank? If not, please clarify the intent of this column and how it should be completed.

Yes, the Vendor will select the applicable response in the Vendor Indicator column. The Customer Indicator column requirement is determined by the Vendor.
