About this file

This document is a Questions and Answers (Q&A) file for Request for Proposals (RFP) 24 25-67 issued by the Florida Department of Revenue (FDOR) Child Support Program for Skills Verification Testing Services. The RFP seeks a Software as a Service (SaaS) provider for online pre-employment skills assessments, with a procurement timeline involving technical and cost proposals due on May 16, 2025. The initial contract period is anticipated to be for approximately 12 months, with the Department planning to purchase around 4,000 assessments. The volume of assessments has fluctuated annually, with 4,384 assessments in SFY 2022-2023, 3,813 in SFY 2023-2024, and a projected 2,160 for June-December 2024-2025.

The Q&A document reveals that the Department uses a SAP application for applicant tracking and will utilize its standard contract template, which will be provided as Exhibit 1. There are no contractually agreed-upon volumes, and vendor compensation will be governed by Sections 5 and 8 of the RFP. The assessments will cover various skills including customer service, office skills, data entry, Microsoft Office applications, technical support, legal assistance, and accounting. Cost proposals and technical proposals will be evaluated separately, with cost opening occurring after technical evaluation is complete. The Department emphasizes flexibility in the procurement process and maintains the right to negotiate contract terms, with a mandatory requirement to sign an acknowledgment form accepting the RFP terms.
