About this file

This is a Questions and Answers document from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) regarding RFP 24-1707 for an Indoor Radon Pilot Program. The RFP seeks contractors to install radon mitigation systems in eligible residential homes across multiple regional contracts. EGLE will identify and determine eligible homes, with houses sent to awarded contractors as they are received and processed. Multiple homes may be processed simultaneously by a single contractor. Contractors are responsible for all mitigation installation activities, including pre-mitigation site reviews, system installation, and related support services. Post-mitigation testing is the homeowner's responsibility, to be completed between 7 and 30 days after system installation, with results delivered to EGLE within 45 days. If results are not provided within the specified timeframe, the mitigation system will be considered satisfactory and payment will be authorized to the contractor. Should radon levels not be reduced to acceptable levels, the contractor will have an opportunity to provide corrections before payment is issued.

Contractor bids should include all applicable and foreseeable costs for radon mitigation system installations, encompassing mitigation piping, radon fans, pressure field extension testing, monitoring equipment, mileage to job sites, pre-mitigation site reviews, electrical outlets, and any required local municipal permits. EGLE has provided national cost figures ranging from $800 to $1,500 per mitigation as project background context; however, contractors are expected to submit pricing accurate to their specific geographical and regional requirements, as regional costs may vary significantly from national averages. Each awarded regional contract will perform as many mitigations as funding allows, with contractors expected to provide comprehensive and realistic pricing that reflects all foreseeable expenses specific to their service area.

1Schedule A – Statement of Work Contract Activities 1.1 General RequirementsPage 21Is it the homeowner’s responsibility to perform a follow-up radon test once the mitigation system is complete?Yes, as detailed in the Post-Mitigation Responsibilities the Homeowner has between 7 and 30 days to complete post mitigation testing. Results shall be delivered to EGLE within 45 days. If a test result is not provided within that time period the mitigation system will be considered satisfactory and payment authorized to the contractor. In the event radon levels are not reduced the contractor will have an opportunity to provide correction ahead of payment.
2Schedule B - PricingPage 32Are you looking for individual cost for each individual contractors’ responsibilities or just a cost for everything? We are seeking costs for installations of the radon mitigation systems. EGLE will be responsible for identifying eligible homes. Bids should include all applicable and foreseeable costs, which may include but are not limited to; mitigation piping, radon fan, pressure field extension test, monitoring equipment, mileage costs to job site, pre-mitigation site review, electrical outlet, and the cost of any permits required by the local municipality.
3Schedule B - PricingPage 32How are the many houses will be awarded at a time? If won, would we be given multiple houses to mitigate or would we get 1 at a time and receive more once complete? Each region is being awarded a contract to perform as many mitigations as funding allows. Houses will be sent to the awarded contractor as received and determined eligible. More than one home may be processed at a time.
4Schedule B - PricingPage 32We are currently getting $3,000 - $4,000 for radon mitigation in the Dickinson - Iron County area of Upper Peninsula. Not sure that your figures are correct if you are only planning on $800-$1,500?Contractor bids should include pricing as appropriate. Figures provided in the project background narrative are based on national numbers. We expect bids to be accurate based on geographical/regional requirements. Pricing should include all foreseeable costs.
