About this file
This document contains questions and answers for RFP 24-03 issued by the Florida Department of Citrus (FDOC) for France Public Relations, Retail, and Trade Marketing services. The RFP seeks a French agency to develop and execute PR, retail, and trade marketing programs for Florida citrus products including orange juice, grapefruit juice, fresh oranges, and fresh grapefruit in France. The program runs on a fiscal year schedule from July 1 to June 30, with required year-round activities but peak seasons from November to April. The selected agency will be expected to provide strategic recommendations on retail partnerships, media planning, and program activities targeting primary household shoppers aged 25-45.
The budget range for this contract is $400,000-800,000, which must include all agency fees for strategy, creative, media planning, and execution. The budget includes paid media components and allows for flexible allocation between channels based on performance, subject to FDOC approval. Program success will be measured through KPIs including increased consumer awareness of Florida as an origin, increased willingness to pay for Florida products, and increased daily orange juice consumption. While French companies are not required to register on MyFloridaMarketplace during the proposal phase, the selected vendor must register after contract award. Exchange rates and specific budget contingencies will be determined at the start of the fiscal year.
