About this file
This addendum document, issued by the Salem Area Mass Transit District (SAMTD), provides clarifications and modifications to RFP 24-022 for a Renewable Natural Gas (RNG) Revenue contract. SAMTD is soliciting proposals from qualified firms or producers of RNG to provide revenue shares for SAMTD's revenue fleet, which consists of 34 heavy-duty fixed-route coaches and seven light-to-medium duty paratransit cutaway vehicles. The pre-proposal conference was held on July 10, 2024, with questions due by July 17, 2024 at 4:00 PM PST, and the proposal submission deadline is July 31, 2024. The contract is scheduled to commence on September 1, 2024, and the selected proposer will be responsible for providing RNG delivery and managing all regulatory aspects of registering SAMTD's fueling station, while SAMTD will procure fossil natural gas from Northwest Natural.
Key modifications include striking the requirement for three years of RNG experience specifically with Oregon Municipal or Transit Agencies and replacing it with a requirement for a minimum of three years in providing RNG generally. SAMTD removed Automobile Liability insurance requirements from Appendix A, accepting only General Liability coverage. The current RNG supplier is US Gain, a division of US Venture Inc., with a contracted price of $0.40 per therm of CNG dispensed, a floor price of $0.20 per therm, 100 percent share of Brown Gas CFP Credits, and an incremental CFP Credit Revenue share of 75 percent based on a fixed CI score of 46.5. Only five exhibits are required for submission (revised from the initially mentioned nine), and proposers must acknowledge the addendum on Exhibit 1 for their proposal to be considered responsive. All proposal documents and addenda are posted on the OregonBuys website under solicitation number S-KS2410-00010832.

SALEM AREA MASS TRANSIT DISTRICT
REQUEST FOR PROPOSAL
RFP 24-022
RENEWABLE NATURAL GAS REVENUE
ADDENDUM #1
Salem Area Mass Transit District is providing information and making changes / additions / modifications / revisions as an Addendum to RFP 24-022.
The following changes, clarifications and SAMTD responses to questions posed to date are hereby provided to all proposers:
1. Question: Part 3.C “Minimum Proposer Qualifications” of the Instructions to Proposer document, the first bullet reads “A minimum of three (3) years in providing RNG to Oregon Municipal or Transit Agencies.”
• Can you please explain/define Oregon Municipal or Transit Agencies?
• Can this be any private/public station in the state of Oregon that has flowed Renewable
Natural Gas for the last 3 years?
• Can this be a private company that has operated a Renewable Natural Gas station in
Oregon for over 3 years?
• We currently supply RNG to several entities across the United States, including a municipality in the Pacific Northwest. Will this meet the minimum requirement listed above?
Response: After review and discussion with project staff, SAMTD is striking the first bullet language and replacing it with the below:
• A minimum of three (3) years in providing RNG.
2. Question: Who is your current RNG supplier?
Response: US Gain, a division of US Venture Inc.
3. Question: What is the current value/RIN share of your current RNG contract?
Response:
• Contracted Price per therm of CNG dispensed = $0.40
RFP 24-022 RNG Revenue - Addendum 1 Final Page 2
• Floor price per therm is $0.20 with 100% share of Brown Gas CFP Credits
• Incremental CFP Credit Revenue share of 75% for use of RNG
• CFP Credit Revenue is calculated using a fixed CI score of 46.5.
4. Question: What was the most recent value/RIN share of your previous RNG contract?
Response: See above response. There has been no change to the calculation of the share during the term of this contract.
5. Question: For General Liability and Automobile Liability, would SAMTD accept endorsements that offer coverage equal to or better than the forms referenced in the RFP (which are ISO forms – some carriers do not use ISO forms.)
Response: After discussion, SAMTD is removing Automobile Liability from the Insurance requirements outlined in Appendix A – General Terms and Conditions.
6. Question: Would SAMTD accept excess liability in addition to primary automobile liability limits to meet the $2 million per accident limit required in the RFP?
7. Question: The requirements of this RFP will not require driving any vehicle, hired, non-owned or owned on company business to the SAMTD facility. We are requesting any automobility lability requirements be removed from this RFP.
8. Question: Can you please provide copies of Exhibits 1-9 listed on page 2 of the Revenue
Instructions to Proposers document.
Response: Exhibits are available for download from the OregonBuys website under the solicitation referenced below.
9. Question: Just noting that the contract start date in the Appendix B Sample Contract is listed as July 1, 2024; which differs from the start date of Sept 1, 2024 which is listed in the Revenue Instructions to Proposers document. Can you confirm that Sept 1st is the appropriate start date for this contract?
Response: Appendix B is listed as a “Sample” with a “Draft” watermark and will be updated to a final copy with the awarded proposer.
