About this file
This is a Request for Proposal (RFP) issued by the Salem Area Mass Transit District (SAMTD), a public transportation agency operating in the Salem-Keizer area of Marion and Polk counties, Oregon, for the development of a comprehensive Climate Action Plan (CAP). The CAP will establish greenhouse gas reduction goals, identify mitigation and adaptation strategies, and create an implementation roadmap based on SAMTD's 2022 Greenhouse Gas Emissions Inventory, which documented 4,310 metric tons of CO2 equivalent emissions from the district's fleet and facilities. The proposal will address four planning categories: Facilities and Energy, Transportation/Fuel Use, Consumption and Materials Management, and Equity, Education and Outreach. Required deliverables include trend analysis, short/mid/long-range emissions reduction targets, measurable strategies and actions with cost and timeline estimates, performance measurement methodologies, reporting plans, and a graphics-rich implementation plan suitable for multiple stakeholder audiences. A pre-proposal conference is scheduled for July 8, 2024, at 1:00 PM via virtual meeting; the deadline for questions is July 11, 2024, by 3:00 PM PST; and proposals are due July 26, 2024, by 3:00 PM PST. The estimated Notice of Intent to Award is August 29, 2024, with an estimated award date of September 26, 2024, and a contract effective date of October 1, 2024. The contract term runs from July 1, 2024, through June 30, 2025, with a potential one-year renewal option at SAMTD's sole discretion. The selected consultant is expected to deliver the final draft CAP to the Board of Directors for consideration of adoption no later than one year post-signed contract.
Proposers must submit a fixed-cost lump sum price for all services and detailed cost breakdowns including labor rates for staff, direct material costs, travel, taxes, overhead, and reimbursable fees. Minimum proposer qualifications include proven experience in environmental consulting with emphasis on greenhouse gas impacts, ability to attend in-person meetings at SAMTD locations as needed, current State of Oregon and local business licenses, and verification of non-debarment status. Proposals will be evaluated on four primary criteria: Facilitation and Engagement with Public (30 points), Overall Work Plan and Approach to Scope of Work (30 points), Staff Experience with Projects of Similar Nature (30 points), and Lump Sum Cost (10 points), with an additional 10 points for Clarity of Proposal. SAMTD strongly encourages pursuit of subcontracting opportunities with Disadvantaged Business Enterprises (DBEs) to support the agency's goal of 2.49 percent DBE utilization, though the contract is not federally funded. At least 50 percent of the work must be performed by the prime contractor's own organization. All subcontractors must be pre-approved by SAMTD before work begins. Travel to in-person meetings is not anticipated but, if required by SAMTD, will be reimbursed according to SAMTD's Travel Policy and requires pre-approval in writing. Contractors must maintain comprehensive general liability insurance ($2,000,000 per occurrence), business auto liability insurance ($2,000,000 per person/accident), and Oregon statutory workers' compensation insurance with employer's liability coverage minimums of $1,000,000 each. The contract incorporates all terms and conditions of Appendix A General Terms and Conditions, which include provisions for work product ownership (deemed "work for hire" belonging exclusively to SAMTD), indemnification, compliance with Oregon law, and a three-year record audit period.

Part 2 – Scope of Work
2. A Introduction & Background
Salem Area Mass Transit District (SAMTD) is soliciting proposals for the development of a Climate Action Plan (CAP). The SAMTD Climate Action Plan will be a comprehensive, strategic plan that uses baseline data to establish greenhouse gas (GHG) reduction goals with actionable mitigation strategies. The plan will prepare and adjust to the current and future impacts of climate change for the District, our employees, our riders, and our community.
As identified in the District’s fiscal year 2024 Strategic Plan, the development of an Organizational Climate Action Plan is one of 13 priorities SAMTD has set forth for the coming year. The CAP is a tactic under the Community Value Success Outcome and is directly tied to data derived from the Fall 2021 and Spring 2022 Community Value surveys.
The 2022 SAMTD Greenhouse Gas Emissions Inventory provided a snapshot of scope one (1) and scope two (2) emissions originating from SAMTD’s fleet and facilities. A copy of the Greenhouse Gas Emissions Inventory will be provided to the successful proposer. The inventory concluded that 4,310 metric tons of carbon dioxide (CO2) equivalent (CO2e) were emitted during calendar year 2022 from our fleet which consists of:
● Local service uses 68 buses
○ 34 Compressed Natural Gas (CNG)
○ 30 R-99 Diesel
○ 4 right gasoline cutaways
○ 10 Battery Electric Buses (BEBs) that will replace 10 diesel when they enter service
● Regional service uses 14 buses
● Cherriots LIFT (Paratransit) uses 38 gasoline cutaways
2. B Technical Requirements & Scope of Work
The CAP will build on this foundational data and use the District’s established Net GHG Emission Benefit calculations from TransDASH (National comparative dashboard) by:
● Analyzing and outlining the District’s existing sustainability efforts.
● Setting a roadmap to where the District strives to be by identifying reduction targets with specified timeframes to complement local and regional partners’ GHG/climate/energy goals/targets.
● Identifying what strategies, actions, and policies will be most effective to reach the District’s goals.
● Establishing a process in how all determined stakeholders involved will move forward in achieving the goals set forth.
The CAP is intended to result in climate-related benefits for our riders, community members, and our employees in the near term and to function as the foundation for sustained forward movement toward longer-term goals and targets.
While the expertise of the selected firm will be recognized, SAMTD will be an active partner in the establishment of reduction goals, development of reduction plan, design of the Climate Action Plan, and the project as a whole.

● Implementation: Provide a concise graphics-rich implementation plan that supports
SAMTD’s selected actions. The implementation plan must be capable of serving as an educational and informational document to employees, riders, community members, businesses, agencies, community organizations, and other stakeholders in order to communicate the benefit and value of public transportation for the environment. Develop and articulate a methodology for measuring and tracking performance metrics for evaluating progress towards the CAP target goals. Develop a reporting plan that is aligned with measurement methodology to document progress towards the CAP target goals. The reporting plan will include recommendations on frequency and level of detail of reporting.
2. CAP Deliverables

1. Procurement will review all proposals received by the published deadline for conformance with the instructions and requirements of the RFP and Contract documents. Submissions or Proposers that do not meet the requirements detailed within this RFP may be rejected as non-responsive.
2. Procurement will calculate the Price Score based on the “Estimated Project Contract Total” amount on Exhibit 5 - Price Proposal using the following normalizing formula from responsive proposals that are submitted by responsible proposers. The score for pricing will not be averaged or combined based on the total number of evaluators.
(Lowest Proposed Base Price ÷ Base Price Being Evaluated) × Total Points Possible = Score
3. A Source Evaluation Committee (SEC) will be appointed to evaluate proposals. The SEC will review responsive and responsible submissions against the Evaluation Criteria outlined in this RFP or in subsequent Addenda that may be issued. A member of the SEC or Procurement may check references as part of this step and share them with the evaluation committee as part of the Staff Experience criteria. The SEC shall evaluate and score proposals to select those Proposers technically qualified to perform the work irrespective of price.
4. Procurement will combine the Proposal Price Scores with the SEC’s initial scoring of technical proposals. The total points scored on both the technical and price will be considered in determining the competitive range.
5. The top Proposals (Competitive Range) may be invited for interviews. Proposals and interview results are re-scored against the evaluation factors based on information provided by interviewees. Price will be recalculated based on the number of Proposals in Competitive Range.
6. If references were not checked as part of Step 3 above, a member of the SEC or Procurement may check references and share them with the evaluation committee as part of the Staff Experience criteria.
7. Competitive Range Proposers may be asked for a Best and Final Offer (BAFO) post-interview as detailed below. BAFO’s will be rescored against the same evaluation criteria.
SAMTD reserves the right to award a contract without a BAFO request.
8. SAMTD reserves the right to award based upon the most favorable initial proposal.
SAMTD’s General Manager shall have full authority over SAMTD’s source selection and decision to award, subject to applicable Board policy.
Should the top two (2) Proposals score within 5 points of each other, they are considered comparative equals. SAMTD may require a BAFO or use another method to break a tie. The SEC will review tie breakers against all of the evaluation factors above and render a final score.
Alternatively, SAMTD may choose to award both Proposals.

4. B Single or No Proposer
In the event that only one (1) Proposal is received, SAMTD may request an extension of the offer period and/or conduct a cost analysis on the single received Proposal. The Proposer shall promptly provide all cost or pricing data, documentation and explanation requested by SAMTD to assist in such analysis. By conducting such analysis, SAMTD shall not be obligated to accept the single Proposal; SAMTD reserves the right to reject such Proposal or any portion thereof.
4. C Evaluation Criteria
The Evaluation Committee will review the information provided in the Submission Packages outlined in Part 3. E above against the below criteria.
● Facilitation and Engagement with Public (30 Points)
SAMTD will review the proposers ability to effectively communicate complex data in person, in written reports, in presentations and in group settings. Community outreach must be able to engage and educate stakeholders at all levels. Proposals will show creativity in methods of outreach and past successes with public involvement including increased participation with underrepresented groups.
● Overall Work Plan and Approach to Scope of Work (30 Points)
Breadth of service is broad and includes other facets augmenting the scope of work that SAMTD may utilize during the Contract. The proposal establishes familiarity and understanding of SAMTD’s project objectives and what each task in the scope of work will involve. Staff will evaluate on how closely the proposal outlines the proposers approach to providing services at the best value. Ability to summarize complex ideas and concepts, recognize opportunities and challenges of an agency like SAMTD, and production of deliverables is also reviewed. Any identified value-add services compliment what is outlined in the Scope of Work.
● Clarity of Proposal (10 Points)
Overall clarity of submitted response (clear, concise, professional, thorough). The organization and presentation of the RFP response indicates the firm’s ability to follow instructions, pay attention to detail, and assemble clear and concise documents while following the formatting guidelines provided.
● Staff Experience with Projects of a Similar Nature (30 Points)
Firm is proposing staff that meet or exceed the minimum experience called out in 3.C Minimum Proposer Qualifications. Proposals will be scored on demonstrated past successes of project principals in similar undertakings. SAMTD staff will review provided references and verify that the Proposer has performed satisfactorily on other contracts. Similarly, SAMTD will ask about staff skills including communications, timeliness, issue resolution, and ability to perform the work, and that contract requirements were met. References where work of like nature, magnitude and comparable difficulty, and at comparable rates of progress are preferred. Any provided customer feedback demonstrates an attention to detail and reflects a drive for customer satisfaction While not required, transit experience is beneficial. Staff may review provided references and other information obtained as part of RFP Part 4.D for performance and adherence to contract terms

● Lump Sum Cost (10 Points)
Price points will be calculated using the lump sum price provided for the entire CAP on Exhibit 5 – Price Proposal. SAMTD will use the following normalizing formula to assign points:
((Lowest Overall Proposed Price ÷ Price Being Evaluated) × Total Points Possible = Score.
Price scores will not be averaged or combined based on the number of evaluators. Pricing for any Competitive Range proposals will be rescored against the other proposals in Competitive Range.
4. D Responsibility Review
SAMTD will only award to Proposers who have the ability, willingness, and integrity to conform to all requirements of the Proposal and subsequent Contract. SAMTD will independently verify responsibility.
● Demonstrate there are no outstanding and/or repetitive violations with State of Oregon agencies.
● Possess all permits, registrations, and licenses as required by city, state, and Federal ordinances, rules, laws, and regulations. When requested by SAMTD, Proposer shall provide documents confirming that he/she/it has obtained any local business registrations or permits that may be required.
● Is skilled and regularly engaged in the general class or type of work called for under the Contract.
● Has performed satisfactorily on other Contracts of like nature, magnitude and comparable difficulty, and at comparable rates of progress.
To establish Proposer’s responsibility, SAMTD will review all material submitted with a Proposal.
SAMTD may also obtain additional information and conduct independent investigation, including, but not limited to, obtaining copies of business licenses and/or professional licenses and certificates, obtaining financial reports, verifying DBE/MWBE status, reviewing records with the Better Business Bureau, reviewing references, and checking debarment lists. SAMTD reserves the right to interview references, perform internet searches, review Dunn & Bradstreet reports, and use any other investigative means it chooses to establish past performance for evaluation purposes. A Proposer must timely provide all requested information.
4. E Best and Final Offers (BAFO)
At SAMTD’s discretion, Proposers may be afforded the opportunity to amend his/her/its Proposal and make a BAFO. The requests for BAFO’s shall include:
● Notice of an opportunity to submit a BAFO based on discussions during interviews or clarifying correspondence.
● A common due date and time for submission of written BAFO’s or modifications to any BAFO, allowing a reasonable opportunity for preparation of the written BAFO’s.
● Direction for BAFO format and contents.
● Notice that if a Proposer does not submit a BAFO or a notice of withdrawal and another
BAFO, his/her/it’s immediate previous offer will be construed as the BAFO.
Any modifications to the initial Proposals made by a Proposer in the BAFO shall be clearly identified. SAMTD will evaluate BAFO’s according to the same requirements and criteria as the initial Proposal. SAMTD will make appropriate adjustments to the initial scores for any criteria which have been affected by any modifications made by the BAFO’s. These final scores and rankings will again be weighed against the Evaluation Criteria.

4. F Notice of Intent to Award
Upon selection of the successful Proposer, SAMTD will provide a Notice of Intent to Award to all Proposers. The Notice of Intent to Award in no way constitutes a promise to award or an acceptance of the offer contained in the Proposal; rather it is SAMTD’s first step in recommending a Contract to its Board of Directors. SAMTD may reconsider and withdraw, change or amend a Notice of Intent to Award at any time before the Board of Directors formally selects a Proposal. SAMTD’s failure to give such notice shall not be deemed to affect the validity of the resulting contract.
In the event a Contract award is made that is within the General Manager’s signing authority, SAMTD may, at its option, waive Board approval.
Proposers are permitted to request a debriefing about its/his/her own Proposal from Procurement after the Notice of Intent to Award is issued. Documents and information to the procurement may be requested by submitting a Public Records Request.
