About this file

This document is a Revised Request for Proposal (RFP) from the Michigan Department of Technology, Management and Budget (DTMB) Surplus Services and the Michigan Department of Transportation (MDOT) for vehicle hauling and optional prepping services. The contract will be awarded as a prequalification or multi-award contract, with contractors able to provide statewide or zone-based service. This is a two-tiered process, with rates provided for each subsequent Request for Quote (RFQ). Contractors may bid on jobs based on regional areas they wish to service, and some jobs may require vehicles to be picked up from various locations across the state. The contract term is from April 27, 2024, to April 26, 2027, with the possibility of two one-year option periods.

Pricing will be based on a fixed hourly rate and price per mile, with the option for contractors to provide a rate chart for cleaning services. Contractors can submit a $1 bid amount for the SIGMA bid system. The state is moving away from minimum and maximum pricing per zone, and the contract will be awarded to one or more contractors. The estimated volume is approximately 600 vehicles per year, with vehicles delivered to Lansing from across the state, including the Upper Peninsula.

Q#Document and SectionPage #Bidder QuestionsState Answers
1Will the state no longer have contractors cleaning/prepping cars for surplus? There is no mention of it in the current RFP, but it is something we performed in the past and proposed our rates in the RFP.The Cleaning is optional. A pricing table has been added to schedule B. The vendor can provide a rate chart for cleaning if they choose.
2Schedule BIn past contracts we have had a price range for a prosperity area. The new pricing asks for an hourly fixed rate and price per mile. Will I be able to submit a bid using a combination of both or one or the other? The solicitation has changed the pricing model and all bidders must submit the fixed hourly rate and price per mile.
3Will the bid process remain the same? I am referring to the Excel sheet where we enter our complete price to haul the unit. How will we be required to bid on the work under the new contract terms?Once the contract is in place the bid for work for work will remain the same. An excel spreadsheet will be provided to place bids for the specific pick up needs.
4Schedule A - Statement of Work - Contract Activities20-21Pricing schedule, being that the work will be quoted possibly based on distance, what is the anticipated volume of towing described in miles, or jobs? In addition, previous contracts described a min max price per zone, are those thresholds only for work within that zone or to any destination within the state?DTMB averages approximately 600 vehicles a year. We do not have an estimated number of miles as these vehicles are delivered to Lansing from across the state not to include the UP. DTMB is moving away from min max pricing, the zone features in this contract allow for vendors to bid on a specific zone(s) only or the entire state.
5Sigma CGI system requires a bid with amount, bid with conditions, no bid etc. This is a request for proposal based on the solicitation provided. One would not know the total value of a contract yet to be performed. While this is an outside service are the entries to this in order to complete the submission of the proposal binding if a value is only anticipated.Pricing will be considered based on schedule B. Vendors can put in $1 for a SIGMA bid amount.
6Contract No: 210000000828 I would like to see the full proposal bidding of this contract and request that it be emailed/sent just to me being that this is a competitive situation I request this not be shared with competing parties.Due to the nature of the solicitation process this question must be provided to all bidders to see. To see the bidder responses resulting the specific contract mentioned a FOIA request must be submitted to

7Schedule A - Statement of Work - Contract Activities20-21Is the bidding for the contract per year, for the entire term of the contract, or by the job? Please refer to the Standard Contract terms. This Contract is effective on April 27, 2024 and unless terminated, will expire on April 26, 2027. This Contract may be renewed for up to two (2) additional one (1) option year periods. Prices are firm for the base years and may be negociated for the option years.
8Do we need to submit anything other then the RFP to bid on this contract? You need to submit RFP and all information required within the RFP.
9The CGI Sigma describes two distinct categories: 1. MIBID VEHICLE AND/OR EQUIPMENT HAULING SERVICES FOR STATE SURPLUS. 2. HAULING SERVICES. Are these two separate contracts up for proposal? Do separate RFP's need to be submitted? This was sent via SIGMA to anyone registered for commodity codes 96289 - Vehicle Transporting Services and 96239 - Hauling Services. These will be combined as one contract. For SIGMA notification purposes the above two commodity codes were used.
10What exactly is the optional services providing maxium value to DTMB Surplus Services and MDOT? What does this job consist of.The optional service is cleaning, referenced in section 1.1.B.14. The job consists of hauling vechicle/equipment from across the state to DTMB Surplus Services, located in Lansing. Check with MDOT.
