About this file
This is a Questions and Answers document for RFP 230000001980, a state procurement for Plumbing and Pipefitting Maintenance, Repair, and Operations (MRO) supplies. The RFP utilizes a core list of items compiled from the state's most purchased plumbing items and highest dollar value purchases over the preceding five years. Questions were due by August 16, 2023 at 3 pm Eastern, and the document was finalized via Addendum #4 as of August 18, 2023. The state provided both a locked official bid version and an unlocked working copy of the pricing spreadsheet to facilitate bidder preparation. Bidders were required to submit pricing through the Schedule B.1 and B.2 Pricing Worksheets, with the core list serving as the basis for contract cost determination.
Regarding pricing structure, bidders must provide discounts off Manufacturer's Suggested List Price (MSLP) in Schedule B.2, with flexibility in how discounts are structured based on their internal systems—whether by product category, manufacturer, or a combination approach. The online submission system required entry of commodity group price totals as a procedural step, but the state clarified that these figures would not be evaluated; only the detailed Schedule B worksheets would be used for pricing analysis. The state emphasized that bidders use the most current version of all documents, particularly the August 17, 2023 Addendum #3 version, which included revised language highlighted in red and relocated the Federal Provisions Addendum to follow the Contract Terms section.

Revised via Addendum #4 RFP 230000001980- Plumbing and Pipefitting MRO Questions Due by: August 16th, 2023 @ 3 pm Eastern
Question # Document and Section Page # Bidder Question State's Answer
1 RFP Schedule B- Core List n/a
Can you please advise how the (Schedule B Pricing ) list was compiled and how to proceed with lines that are out of category?
Should we no quote and add an explanation?
Also, in the “Contract Terms” section of the main RFP Document, it appears there are several sections highlighted in green that should possibly be removed. Please review and let me know if that section needs to be updated.
1). The Schedule B list was generated via a compilation of the most purchased plumbing items and the highest dollar value items that were purchased during the past 5 years, either on or off the current contract.
2). Those items determined to be outside the plumbing scope of the contract have been removed and Addendum 1 was publised to reflecting the changes.
Please ensure you are using the most updated version when you are compiling your bid. 3). Please see the revised RFP 230000001980- Plumbing Supplies and Pipefitting Supplies- 8-17-23- AD 3 for the most up-to-date version. This has been revised.
Changes to language have been highlighted in red lettering. Please be advised that the Federal Provisions Addendum now follows the Contract Terms.
2 RFP Schedule B- Core List n/a
I am in the process of reviewing the plumbing RFP. To start the process we would need to cross the items to potential Grainger item numbers. Would it be possible to unprotect columns B, C, and D so I can copy and paste into an internal sheet for our cross referencing team?
The State has provided an unlocked version of the spreadsheet (working copy) via Addendum 1, however the bid must be returned in the official locked version.
3 Submitting Response n/a
I ...see that the first step of our online response asks for price totals for commodity groups. The problem that I see is that these groups are not very applicable to the items on Schedule B and bidders have no idea what group the State considers them to be in as it’s not a column on Schedule B. Unfortunately, that step needs to be completed before moving to the next step. Can you please advise?
Since the system will not allow you to proceed past this point without entering a dollar figure, just enter $1.00 in that field. In actuality you can enter any dollar amount. We won't be looking at these numbers in determining what your pricing for the contract may be. We will be utilizing the Schedule B.1.
and B.2. Pricing Worksheets to determine costs.
Schedule B- Pricing Worksheet
How are we to respond in Schedule B.2. for Discount off List
We understand that every company has discounting set up differently.
Perhaps your company discounts off categories of items. If so, then provide your discounts off MSLP for those categories. We suspect it is more likely your company offers discounts based on manufacturer. In that case, looking at the manufacturerers you are offering in Schedule B.1. Pricing Worksheet - Core list pricing, provide your discounts off MSLP for those specific manufactuerers and perhaps a blanket discount on all other manfacturerers in your catalog that makes the most business sense.
