About this file
This document is an Addendum to a Request for Proposals (RFP) issued by the Salem Area Mass Transit District (SAMTD) for Demand Response Mobility Software. SAMTD is seeking a fully automated software system to provide real-time, batch order taking, scheduling and dispatching of paratransit transportation trips for its Cherriots Lift and Shop and Ride programs. The software must integrate with Automatic Vehicle Locater (AVL) and Mobile Data Terminal (MDT) or tablet technology. SAMTD is estimating a notice of intent to award in October 2022, a notice to proceed by November 1, 2022, and final completion of the project by December 31, 2025 if all option years are executed. SAMTD is not publishing its internal budget for this project in order to preserve the competitive environment. The current incumbent provider is RouteMatch, and SAMTD is seeking to replace this legacy system which is no longer supported. Funding for this project is a combination of federal FTA 5307 grant funds and SAMTD local funds.

RFP 22-001 – Addendum #1
SALEM AREA MASS TRANSIT DISTRICT
REQUEST FOR PROPOSALS
RFP 22-026
DEMAND RESPONSE MOBILITY SOFTWARE
ADDENDUM #1
Salem Area Mass Transit District is providing information and making changes / additions / modifications / revisions as an Addendum to RFP 22-026.
The following changes, clarifications and SAMTD responses to questions posed to date are hereby provided to all proposers:
1. Question: Is SAMTD seeking mobility software for all of its Cherriots services or only for Cherriots Lift ADA?
Response: The software is for the Cherriots’ Lift and Shop and Ride programs, both of which are demand response.
2. Question: What is the budget for this project?
Response: SAMTD does not publish its internal project budget figures during an open solicitation. This is done to preserve the competitive environment of the solicitation.
3. Question: Who is the incumbent provider?
Response: RouteMatch
4. Question: What is the total number vehicles that require software licenses?
Response: The current total number of vehicles is 55. This number is subject to change at SAMTD’s discretion.
5. Question: In the pre-bid conference, a SAMTD official stated that there were 55 paratransit vehicles, however, the RFP states that there are 43 paratransit buses (Cherriots LIFT). Which figure is correct?
Response: Currently there are a total of 55 vehicles. Please see the attached Exhibit
C Fleet Vehicle List. This number is subject to change at SAMTD’s discretion.
6. Question: Is SAMTD willing to purchase the hardware (MDT) through the vendor? If yes, can you confirm the total number MDTs required for this project?
Response: Yes. This is specified in the solicitation in Part 2 Scope and Specifications and the quantity is identified in Exhibit 13 Price Proposal Form.
7. Question: On page 4, the RFP states “Successful Proposer shall be licensed by the
State of Oregon to do the work required under this contract.” Can SAMTD clarify exactly what is meant by this statement? Does the vender have to be licensed by the State of Oregon to submit a proposal?
Response: Proposer must be licensed to do business in the State of Oregon and any permits necessary by the local jurisdictions. Please refer to the State of Oregon Secretary of State website for state licensing requirements. This can be accomplished though the Oregon Secretary Of State, State Corporation Division. Please visit https://sos.oregon.gov for information on how to get this done.
8. Question: On page 6, the RFP states under Introduction or Cover Letter “financial ability of Proposer to fulfill obligations of resultant contract award”. Can SAMTD please clarify exactly what is meant by this statement? What is SAMTD seeking from the proposer to meet this requirement?
Response: SAMTD will accept documents that can demonstrate the management resources and financial capacity to effect performance of the work under a resultant contract, and that will allow SAMTD the ability to make a determination in this area.
These documents may include the following: The most recent 2 year records of financials (Balance Sheet & Income Statement), letters of credit from a financial institution, or other documentation that would allow SAMTD to make a determination.
SAMTD will treat all identified “Confidential” or “Trade Secret” accordingly. Should SAMTD receive a request for public records, SAMTD will notify the supplier in advance of providing any information, so that the supplier may take steps necessary to protect their interests.
9. Question: On page 7, the RFP states under Preparation of Proposal “C. The Proposal may require Proposer to submit prices for one or more items, including: (1) lump sum proposal; (2) lump sum Proposal alternate prices; (3) unit prices; or (4) any combination of items (1) through (3) above.” Can SAMTD please clarify exactly what is meant by this statement?
Response: This is generic language that identifies the types of pricing that SAMTD may require in a solicitation.
https://sos.oregon.gov/
10. Question: Can SAMTD provide clarification / greater details about what is required in the Unit Column (LT, YR, EA) in the Price Proposal form?
Response: LT = Lot Pricing; YR = Price per Year; EA = Pricing per Each item
11. Question: Can the response be submitted electronically via email? If yes, Can all the of the proposal documents be merged into one single file or do we need to submit them separately?
Response: Yes, the solicitation instructions provide for an option to respond via email. The email address to send responses to is procurement@cherriots.org. The technical proposal and exhibits can be merged into one file. Please send Exhibit 13 Price Proposal as a separate file.
12. Question: Can SAMTD clarify the DBE goal/requirement, if any, for this project?
Response: Because SAMTD is federally funded in part, we have a federal requirement to identify a DBE participation percentage for our organization. Our overall DBE goal for our organization is 2.49%. However, we are race conscious and race neutral in our solicitation processes. That means we don't give any additional weight to a proposal with DBE participation, or minority status. SAMTD does not have a specific DBE goal for our individual solicitations. We hope, encourage, and provide training and guidance for our suppliers to do the best that they can to encourage DBE participation in their own organizations. Regarding the information that is provided in the certification forms included with the solicitation, if it is not applicable as identified in the Instructions For Proposers, please identify the certificate form as not applicable, sign and date it. There are some forms that may not have a signature line, so just sign it anywhere at the bottom of the form. Please write or stamp it as N/A with a signature and date and that would be sufficient for this solicitation.
13. Question: Is Cherriots interested in using this software to commingle other transit modes in the future, such as Micro transit?
Response: Possibly. At this time there are no plans in place and this solicitation does not consider that as part of the scope.
14. Question: Can you confirm the anticipated number of MDTs needed?
Response: A total of 55 plus an additional 5 spares.
15. Question: We respectfully request a 2-week extension of the deadline to September 22, 2022.
Response: SAMTD is extending the close date of this solicitation from September 8, 2022 to September 22, 2022.
16. Question: Will you accept an email submission instead of a printed submission?
Response: Yes, the solicitation instructions provide for an option to respond via email.
mailto:procurement@cherriots.org
The email address to send responses to is procurement@cherriots.org. The technical proposal and exhibits can be merged into one file. Please send Exhibit 13 Price Proposal as a separate file.
17. Question: How many days should the bid be valid for?
Response: 120 days from the solicitation close date.
18. Question: Does the price proposal need to be in a separate sealed envelope from the technical proposal?
Response: If you are delivering a hard copy, the technical proposal and exhibits can be delivered in one sealed envelope. Please send Exhibit 13 Price Proposal in a separate sealed envelope.
19. Question: Can Proposers include a copy of the specific vendor pricing sheet as explanation along with the required pricing form?
Response: Yes, but it needs to be referenced to in the proposal response and on Exhibit 12.
20. Question: What are some of the biggest concerns seen with the current software solution that you would change immediately if you could?
Response: The current software is RouteMatch, and it is no longer a supported program. The system is not working as intended and is unable to be fixed without a full upgrade.
21. Question: What are the goals of Cherriots surrounding this software upgrade?
Response: To have a fully functional software program as outlined in the scope of work.
22. Question: What is the budget for this project?
Response: SAMTD does not publish its internal project budget figures during an open solicitation. This is done to preserve the competitive environment of the solicitation.

Response: The funding is approved in the yearly operating budget and is renewed yearly as part of the budget process.
25. Question: When does Cherriots want the system to be live?
Response: As soon as reasonably possible. SAMTD will work with the successful Proposer to establish workable timelines.
26. Question: What happens if the system is not live on time?
