About this file
This is an Amendment 1 to Request for Proposal No. 210000000397 for Optical Lenses issued by the State of Michigan. The amendment extends the proposal submission deadline to December 29, 2020 at 3:00 pm Eastern Time. The solicitation utilizes the SIGMA website (sigma.michigan.gov) for proposal submission, requiring bidders to log in and attach Word or PDF files to their bids. Bidders requiring technical assistance with the website should contact the SIGMA help desk at 517-284-0550. The State prefers delivery of optical lenses within 14 calendar days, though bidders may propose alternative delivery timeframes and specify whether delivery is measured in calendar or business days.
Pricing information and historical purchasing data are publicly available to all offerors through the "Lots/Lines" tab on the solicitation page; posted pricing represents estimated amounts only. The SIGMA platform allows only one pricing option per line item to be entered directly; however, bidders may submit additional product and pricing alternatives as attachments for State review. Service level agreements included as examples in the solicitation will be revised to align with actual contract terms upon award. Bidders should confirm their capability to submit offers through the designated website and clarify delivery timelines in their proposals.

Optical Lenses for MSI Request for Proposal No. 210000000397 Amendment 1 The due date for proposals is extended to December 29, 2020 at 3:00 pm Eastern Time.
1. Please confirm offerors will be able to submit offers through the sigma.michigan.gov website, as directed in the solicitation. After logging in to the site and opening the solicitation, only the "Print for Mailing" option is available.
Response: Bidders should be able to attach a Word or PDF file to the bid in the SIGMA website. Be sure you are logged in and not viewing the bids as a guest. If you are having difficulty, please contact the SIGMA help desk at 517-284-0550.
1. On the solicitation page, under the tab "Lots/Lines" we can see price and purchasing history. Is this information available to all offerors, or is it company specific, based on log in credentials?
Response: This information is available to everyone. Pricing posted is only estimated pricing.
1. Please confirm the delivery time requirement, as the solicitation appears to require different standards (business or calendar days) in several places. The solicitation document indicates the State prefers deliveries in 14 calendar days (page 27). From the SLA attachment it mentions “Deliveries are due within 14 business days from receipt. Deliveries after the 15th business day are considered late. 1% of the Delivery Order total will be assessed on calendar day 10 and every business day thereafter until the delivery is completed up to 95%. If the MDOC Program Manager provides a written pre-approval of a late delivery, the Service Credit does not apply.”
Response: The State prefers delivery within 14 calendar days. The Bidder should provide the delivery time period and state if it is calendar or business days. The information in the SLA is for example purposes only. The number of days in the SLA will be revised to match the number of days in the contract when the contract is awarded.
1. Can we offer more than one product per line item? If we can, how would we handle that on the price schedule?
Response: Sigma only allows one pricing option be entered, however bidders may submit additional products/pricing options as attachments to their proposal. The State will review all products and pricings options submitted.
