About this file
This is a Request for Proposal (RFP) issued by the State of Colorado for surface and groundwater sampling services related to PFAS (per- and polyfluoroalkyl substances) contamination assessment. The RFP seeks qualified contractors to conduct comprehensive water sampling and analysis services to support the state's environmental monitoring and regulatory compliance efforts. The contract encompasses field sampling operations, laboratory analysis, data quality assurance, and reporting deliverables necessary to characterize PFAS contamination levels in Colorado's surface and groundwater resources. Specific response and submission deadlines, site visit requirements, and any bidders conferences are outlined within the RFP documentation to ensure all prospective vendors receive equal opportunity to prepare competitive proposals. The contract term and any renewal options would be established based on the state's operational needs and budget availability.
Pricing for this contract will be structured according to the state's evaluation criteria and budget parameters as specified in the RFP. Any applicable set-asides, incumbent contractor status, or preferences for small businesses or disadvantaged vendors would be identified within the proposal requirements. Funding for this environmental sampling initiative derives from the state's environmental protection budget and may be supported through dedicated PFAS remediation appropriations or federal environmental program funds. Additional financial terms, payment schedules, and cost allocation methodologies are detailed in the RFP's pricing section and general contract conditions.

Request for Proposal (RFP)
Water Quality Control Division
(WQCD)
Surface and Groundwater Sampling for
PFAS
RFP # 2027000015
This solicitation contains instructions governing the proposal to be submitted and the material to be included therein, mandatory requirements, which must be met to be eligible for consideration; and other requirements to be met by each proposal.
I. BACKGROUND AND PURPOSE
A. Background
The Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Division (WQCD) monitors and reports on the quality of state waters to prevent water pollution, protect, restore and enhance the quality of surface and groundwater while ensuring that all drinking water systems provide safe drinking water.
Senate Bill 20-218, Colorado Department of Public Health and Environment Hazardous Substances Response Act, created the PFAS Cash Fund to administer PFAS technical assistance, a takeback program and a grant program. The PFAS Grant Program allows the department to award grants for sampling, assessment, emergency assistance, and investigation of PFAS in surface water or groundwater. A better understanding of PFAS levels in groundwater and surface water will allow grant program participants and Coloradans to take action to reduce exposure when levels are found above EPA maximum contaminant levels.
This project serves to better understand the potential health impacts to Coloradans from per- and polyfluoralkyl substances (PFAS) exposure in groundwater, surface water, and other media. PFAS are a group of man-made chemicals manufactured in a variety of industries worldwide.. PFAS from firefighting foam, personal products, and other sources can get into water and contaminate drinking water supplies. These chemicals have created an emerging public health challenge requiring enhanced action to avoid future contamination and ensure safe drinking water for all Coloradans. Further, there is evidence that exposure to PFAS can lead to adverse human health effects including pregnancy complications, developmental delays in children, and increased cholesterol.
A better understanding of PFAS levels in groundwater and surface water will inform grant program participants and citizens when they may want to take action to reduce associated PFAS exposure.
B. Purpose
The purpose of this Request for Proposals (RFP) is to solicit responses from Offerors to test groundwater, surface water, treated drinking water, wastewater, and other media for PFAS for grant program participants; collect water samples to assist grant program participants investigating PFAS levels that need sample collection support; and coordinate with CDPHE and local partners to complete sampling activities to assess at-risk public or private wells and surface waters used for drinking or irrigation located in or near known areas of contamination that could be above EPA maximum contaminant levels.

The objective of the Evaluation Committee is to conduct reviews of the proposals that have been submitted, to hold frank and specific discussions among themselves, and to recommend an Offeror for award. Numerical rating systems may be used. Factors not specified in the request for proposals shall not be considered. Offerors should submit their most favorable response as the initial response and not assume there will be an opportunity for discussions. All proposals will receive fair and equal treatment.
While a numerical evaluation method may be used as an aid to evaluation, the selection ultimately is a business judgment that will reflect an integrated assessment of the relative merits of proposals, using the factors identified below. The State reserves the right to reject any (or all) proposals that pose, in the judgment of the State, unacceptable risks of unsuccessful or untimely performance, unacceptable State resources requirements, or costs exceeding the budget constraints. The State may use all information available regarding past performance as defined in C.R.S. §24-102-205 et.seq.

The proposal that results in the best value to the State of Colorado shall be recommended by the Evaluation Committee to the Procurement Office for contract award. CDPHE reserves the right to award multiple vendors if determined to be in the best interests of the State.
B. Single Proposal: If only one bid or proposal is received in response to a solicitation, an award may be made to the single bidder or Offeror if the procurement official finds that the price submitted is fair and reasonable and that other prospective bidders or Offerors had reasonable opportunity to respond.

C. Evaluation Factors:
The evaluation factors are:
1. Attachment 1 Vendor Information-Confirmation of Offer Form:
Attachment 1 is required but will not be rated.

3. Work Plan
The Work Plan will be evaluated on how well the Offerors approach supports the activities in the Statement of Work, either statewide or within a specific region.
4. Budget The budget will be evaluated based on whether the proposed costs are reasonable and necessary to complete all activities of the project and do not exceed the maximum amount.
5. References References, if contacted, will be used to verify projects.
6. Demonstrations and Discussions
At the conclusion of the evaluation of responses, the evaluation committee may, if it deems necessary, request clarifications, conduct discussions or oral presentations, or request best and final offers. Per R-24-103-203-03, discussions may be held with responsible Offerors whose proposals are determined to be reasonably susceptible to be selected for award to:
a. Promote understanding of the state’s requirements and the Offerors proposals; and
b. Facilitate a contract that will be most advantageous to the state taking into consideration price and the other evaluation factors set forth in the request for proposals.
The evaluation committee may adjust its scoring based on the results of such activities. If demonstrations and discussions are scored separately, those scores will be combined with the proposal scores for final determination.
However, proposals may be reviewed and determinations made without such activities. Offerors should be aware that the opportunity for further explanation might not exist; therefore, Offerors should ensure that their submission is complete, and are encouraged to submit their best possible proposal, including pricing.
Failure to provide any information requested in the RFP may result in the disqualification of the submittal. This responsibility is that of the
Offeror.
