The document outlines services for collecting and analyzing water samples from surface and groundwater locations to assess PFAS contamination levels. The scope of work encompasses sampling methodology, sample collection procedures, chain of custody protocols, laboratory analysis requirements, and quality assurance/quality control measures. The contractor will be responsible for identifying sampling locations, collecting samples according to established protocols, coordinating with site personnel, and delivering analytical results with comprehensive documentation. The contract term and specific quantities of samples to be collected, along with project timelines, response dates, and any scheduled site visits or bidders' conferences, are detailed within the statement of work document.

Pricing terms, funding sources, and budget allocations for this sampling initiative are specified within the document. The work is intended to support Colorado's environmental monitoring efforts related to PFAS detection in state water resources. Any applicable set-asides, incumbent contractor information, and specific performance metrics or deliverables required for successful contract completion are outlined in the statement of work. Additional details regarding laboratory certifications, reporting requirements, and timeline expectations for sample analysis and result delivery would be contained within the full document scope.

Draft Statement of Work

I. Project Description

This project serves to better understand the potential health impacts to Coloradans from per- and polyfluoroalkyl substances (PFAS) exposure in groundwater and surface water. PFAS are a group of human-made chemicals used in certain firefighting foam, personal products, and other sources. They can enter rivers and underground aquifers when released into the environment and may contaminate drinking water sources. These chemicals have created an emerging public health challenge requiring enhanced action to avoid future contamination and ensure safe drinking water for all Coloradans. Scientists and health professionals continue to study the health risks. So far, serious potential impacts include pregnancy complications, liver damage, and increased cholesterol. Senate Bill 20-218, Colorado Department of Public Health and Environment Hazardous Substances Response Act, created the PFAS Cash Fund to administer PFAS technical assistance, a takeback program, emergency assistance, and a grant program. The PFAS Grant Program allows the department to award grants for sampling, assessment and investigation of PFAS in surface water or groundwater and other media. This project will: test groundwater, surface water, treated drinking water, and wastewater for PFAS;

test biosolids from wastewater facilities for PFAS; assist grant program participants investigating PFAS levels with sample collection support; and coordinate with CDPHE and local partners to complete sampling activities to assess at-risk groundwater or surface water used for drinking or irrigation located in or near known areas of contamination. A better understanding of PFAS levels in groundwater and surface water and other media will inform grant program participants and citizens on when they may want to take action to reduce associated PFAS exposure.

II. Definitions
