I. PURPOSE

The Town of Hurt and Pittsylvania County was recently awarded a U.S. Economic Development

Administration grant and is seeking proposals from qualified firms or collaborating firms to provide professional engineering design services for a water treatment plant. All firms submitting proposals shall abide by all applicable State and Federal laws and be licensed to practice in the Commonwealth of Virginia.

II. BACKGROUND INFORMATION

A 2017 preliminary engineering report (PER) was completed by Peed & Bortz, LLC in 2017, evaluating the ability to provide additional water and wastewater treatment, distribution, and collection capacity to the Southern Virginia Multimodal Park (SVMP). The PER was updated in 2025 by Dewberry Engineers.

It was discovered the cost to provide additional water capacity to the Town of Hurt’s system, which contains the SVMP site, would come at a high cost. Given the high cost of expansion and transmission for the Town of Altavista to meet increased water demands for the park, the Town of Hurt and

Pittsylvania County plans to recommission the existing water treatment plant adjacent to the Southern

Virginia Multimodal Park (SVMP) to serve the park, and the Town of Hurt’s water customers. This water treatment plant, once owned by Burlington Industries, is herein referred to as the SVMP WTP.

Given the age and condition of the SVMP WTP conventional gravity sand filters, valving and controls, it is proposed that only the raw water intake, sedimentation process, and clearwell can be refurbished and recommissioned at a reasonable cost. A new filtration process is proposed to be installed in a new pre-engineered metal building adjacent to the current plant.

Construction of the Hurt Water Treatment Plant is anticipated to take approximately 24 months, with near-term benefits to local resilience and long-term impacts on industrial growth and workforce opportunities. By reducing reliance on external water systems, strengthening disaster preparedness, and positioning the

Southern Virginia region for significant new investment, the project will not only restore what was lost during past disasters but also propel the region beyond its previous economic trajectory.

Titles 13.1 and 50 is checked during the solicitation stage (including without limitation the SCC Form provided) is streamlined and not definitive, and the Commonwealth’s use and acceptance of such form, or its acceptance of Contractor’s statement describing why the bidder or offeror was not legally required to be authorized to transact business in the Commonwealth, shall not be conclusive of the issue and shall not be relied upon by the Contractor as demonstrating compliance.

In such cases, contractors should be put on notice that final payment in full is contingent on a determination of reasonableness with respect to all invoiced charges. Charges which appear to be unreasonable will be resolved in accordance with Code of Virginia, § 2.2-4363 and -4364. Upon determining that invoiced charges are not reasonable, the County shall notify the contractor of defects or improprieties in invoices within fifteen (15) days as required in Code of Virginia, § 2.2-4351.,. The provisions of this section do not relieve an agency of its prompt payment obligations with respect to those charges which are not in dispute (Code of Virginia, § 2.2-4363).

2. To Subcontractors:

a. Within seven (7) days of the contractor’s receipt of payment from the County, a contractor awarded a contract under this solicitation is hereby obligated:
