About this file

This Addendum 1 to RFP# 20261014 is issued by Pittsylvania County, Virginia, on behalf of the Town of Hurt and Pittsylvania County, and transmits a Preliminary Engineering Report (PER) prepared by Dewberry Engineers Inc. for the Southern Virginia Multimodal Park (SVMP) Membrane Filtration Plant project. The project involves the recommissioning and modernization of an existing water treatment plant adjacent to the SVMP to serve the park and the Town of Hurt's water customers. The proposed work includes replacing and refurbishing existing infrastructure, installing two 0.500 MGD membrane filtration skids with provisions for a future third skid, constructing a new pre-engineered metal building for the membrane filtration system, upgrading chemical feed and storage systems, rehabilitating the existing clearwell and sedimentation basins, installing new finished water pumps, creating backwash and sludge holding ponds with a drying pad, and upgrading electrical, controls, and SCADA systems. The project is being procured through a traditional design/bid/build competitive process as a single construction contract consistent with 2 C.F.R. 200.320(c). The project schedule indicates a 100% design submission ready for bid in late 2026, with bidding and notice to proceed anticipated in late 2026 to early 2027, and construction substantial completion estimated in late 2027 or early 2028.

The total construction cost is estimated at $8,158,000 with a 10% contingency of $820,000, bringing the total construction cost to $8,978,000. The overall project planning estimate, including engineering design, survey, permitting, construction administration, resident inspection, and administrative expenses, totals $10,381,000. The project is funded through a U.S. Economic Development Administration (EDA) grant awarded to the Town of Hurt and Pittsylvania County. Required permits include a VDH Construction Permit, Pittsylvania County Building Permit, Pittsylvania County Erosion and Sediment Control Permit, and a DEQ VPDES permit for discharge from the backwash and solids holding ponds. The RFP explicitly requires all firms submitting proposals to be licensed to practice in the Commonwealth of Virginia and to abide by all applicable State and Federal laws. Addendum 1 clarifies that no other terms, conditions, or specifications are changed by the inclusion of the PER.

C.1. Project Overview

A 2017 preliminary engineering report (PER) was completed by Peed & Bortz, LLC, evaluating the ability to provide additional water and wastewater treatment, distribution, and collection capacity to the Southern Virginia Multimodal Park (SVMP). It was discovered the cost to provide additional water capacity to the Town of Hurt’s system, which contains the SVMP site, would come at a high cost. Given the high cost of expansion and transmission for the Town of Altavista to meet increased water demands for the park, the Town of Hurt and Pittsylvania County plans to recommission the existing water treatment plant adjacent to the Southern Virginia Multimodal Park (SVMP) to serve the park, and the Town of Hurts water customers. This water treatment plant once owned by Burlington Industries, is herein referred to as the

SVMP WTP.

Given the age and condition of the SVMP WTP conventional gravity sand filters, valving and controls, it is proposed that only the raw water intake, sedimentation process, and clearwell can be refurbished and recommissioned at a reasonable cost. In lieu of gravity filtration, a new membrane filtration process is proposed to be installed in a new pre-engineered metal building adjacent to the current plant.

Based on the above-forecasted capacity needs of the SVMP WTP, two skids of membranes are proposed with an initial maximum rated capacity of 0.500 MGD. Since the Virginia Waterworks Regulations require at least two membrane skids to meet full redundancy and the typical smallest nominal sized membrane skids are designed to accommodate membrane modules to provide up to 0.500 MGD filtration capacity, at least two skids will be provided. Space will be provided in the filtration building to allow for the addition of a third future membrane skid which will result in a total future rated capacity of 1.0 MGD. Given the relatively small savings associated with the purchase of fewer membrane modules for a single skid and considering the large additional operating cost associated with staffing the WTP for additional shifts of operation, this installation of two 0.500 MGD skids are proposed. This system, with two skids in service would allow the plant to meet all water production needs within a single operating shift. With the future addition of a third skid, and assuming one skid out-of-service, the WTP could meet a water demand up to

1.0 MGD.

The components of the membrane filtration plant include:

• Replace one (1) raw water pump

• Repair the intake structure (including electrical and mechanical systems)

• Rehabilitate WTP concrete structures and handrail

• New chemical feed and storage systems

• Flocculator drive unit replacement

• Sedimentation basin mud valve replacements

• Convert sedimentation basin into break tank

• New membrane feed pumps

• New membrane filter building

• Microfiltration membrane skid system

• Rehabilitate the existing clearwell tank and install baffling

• Two (2) new finished water pumps

• New backwash and sludge holding pond and decant pump station

• New sludge drying pad

• New site piping and valves

• New distribution piping to connect to the Town of Hurt’s system

• Operations building rehabilitation (electrical, HVAC, and architectural components)

• Operations building roof replacement

• New emergency generator and transfer switch

• New electrical service and motor control center (MCC)

• New instrumentation, controls, and SCADA system

S V M P M E M B R A N E F I L T R A T I O N P L A N T P E R 3

Raw water pumps will be replaced with smaller capacity pumps and controls sized for the plants ultimate design capacity of. Necessary chemical feed systems, electrical & controls, building HVAC and ancillary systems will be upgraded. Raw water pumped to the WTP will receive chemical coagulant addition and be routed through the existing flocculation and sedimentation basins. Settled water will then be routed through one of three existing sedimentation basins which will be converted to a break tank. Water in this break tank will be pumped via new horizontal centrifugal pumps through a new modular microfiltration membrane system that will be housed inside a new building. Filtered water will then flow into the existing WTP clearwell from which new smaller capacity pumps will transfer finished water into the Town of Hurt distribution system.

C.4. Project Constraints

There are no major design or construction constraints for this project. Being that the water treatment plant is not currently in service, renovation of existing facilities and installation of new equipment and infrastructure will be simpler than in an active facility.

The survey and field investigation phase will be critical to determine location of current onsite utilities and condition of existing infrastructure. This will inform design decisions on location of new equipment and rehabilitation needs of existing systems.

C.5. The Proposed Method of Construction Procurement

This project will be a traditional design/bid/build with a competitive bid process consistent with 2 C.F.R. § 200.320(c). No portion of this project will be performed via an alternative construction procurement method such as design/build, construction management at risk, the applicant’s own forces, and/or a construction manager.

C.6. Number of Construction Contracts Anticipated

This project will be competitively bid through a single construction contract.

C.7. Project Permits

The following permits will be required to be obtained prior to the start of construction:

• VDH Construction Permit – Engineer to submit for permit on behalf of Owner

• Pittsylvania County Building Permit – Contractor to obtain permit

• Pittsylvania County E&S Permit – Contractor to obtain permit

• DEQ VPDES Permit (discharge from Backwash and Solids Holding Ponds) – Engineer to submit for permit on behalf of Owner and Contractor to obtain permit coverage

Based on the current project schedule, which is provided in section C.8. below, the permitting process will take place following the 90% design submission and prior to the 100% ready for bid plans being submitted that incorporate all agency comments. This is anticipated to take place in September and October 2026.
