About this file

This is a Questions and Answers document for Request for Proposals (RFP) 202604075 issued by the State of Maine Department of Agriculture, Conservation and Forestry, Bureau of Parks and Lands for a remote off-grid cashless payment kiosk system. The RFP seeks installation, setup, and service of a secure, cashless payment collection system at Maine State Parks, with the initial deployment at Quoddy Head State Park in Lubec, Maine. The kiosk must be programmable to accept multiple fee structures, including $3 for adult Maine residents, $4 for adult non-residents, $1 for senior non-residents, $1 for children ages 5-11, and donations. The equipment must operate with both solar-powered and hard-wired power options and function reliably in harsh Maine weather conditions. Proposals were due June 19, 2026, at 4:00 p.m. local time via the Vendor Self Service system, with questions submitted by June 5, 2026. The initial contract period runs from July 1, 2026, through October 15, 2028, with two optional renewal periods extending through October 15, 2031.

Cost proposals must include separate itemized breakdowns for delivery, installation, setup, annual service fees, and optional cellular or satellite modem costs. The State requires two total pricing structures: one for a unit with power and internet and one without, with the total price for a unit with power and internet serving as the scored cost. All monthly service fees must be deducted from collected revenue prior to payment to the State, with revenue processed through the State's designated processor and remitted via check payable to "Treasurer, State of Maine." The vendor will serve as the merchant of record and must comply with PCI DSS version 4.0.1, Maine's Digital Accessibility Policy, and integrate with Elavon as the State's existing credit card processor. Financial viability may be demonstrated through a letter of reference from the vendor's banking institution in lieu of confidential financial statements. No incumbent vendor is identified, and the State anticipates awarding a single contract with potential expansion to additional parks dependent on pilot performance.
