About this file
This is Amendment #1 to Request for Proposals 202604075 issued by the State of Maine Department of Agriculture, Conservation and Forestry, Bureau of Parks and Lands for a remote off-grid cashless payment kiosk system. The amendment modifies the proposal submission deadline to Monday, June 22, 2026, at 4:00 p.m. local time. The project involves the installation, setup, and service of a secure, cashless payment collection system designed to accept credit and debit card payments at Maine State Parks, with initial deployment at Quoddy Head State Park in Lubec, which receives approximately 82,000 annual visitors. The kiosk must operate with both solar-powered and hard-wired power options and function reliably in harsh Maine weather conditions including sub-zero temperatures, high humidity, salt exposure, and precipitation. The initial contract period runs from July 1, 2026, through October 15, 2028, with two optional renewal periods extending through October 15, 2031. Questions must be submitted by June 5, 2026, at 4:00 p.m. local time via the Vendor Self Service system.
Required qualifications include PCI DSS version 4.0.1 compliance, point-to-point encryption for cardholder data, offline transaction processing capabilities, detailed revenue reporting functionality, phone support, staff training, and a one-year parts warranty. Evaluation criteria allocate 25 points to Organization Qualifications and Experience, 50 points to Proposed Services, and 25 points to Cost Proposal. Cost proposals must include separate itemized breakdowns for delivery, installation, setup, annual service fees, and optional cellular or satellite modem costs. Annual service fees must be structured as either a percentage of collected revenue or a specified dollar amount per transaction and automatically deducted from revenue. The State uses Elavon as its credit card processor, and selected vendors must integrate with this existing infrastructure. The RFP does not specify set-aside designations or restrictions on organization types. No incumbent vendor is identified, indicating this represents a new service offering for the State with no guarantee of future installations beyond the initial pilot location.
