About this file
This is an addendum to RFP #202604 issued by the Kenosha County Department of Human Services for the Intensive Supervision Youth Competency Program. The addendum, issued June 18, 2026, clarifies questions submitted by proposers regarding the program requirements and eligibility criteria. Proposals are due June 30, 2026 at 10:00 a.m. CST. The contract term runs January 1 through December 31, 2027, with options to renew for four additional one-year periods if both parties agree. The program targets adjudicated youth aged 12-17 at risk for out-of-home placement and requires providers to serve an average daily caseload of 8-10 youth and families with a 6 FTE staffing model. Services must include intensive individualized supervision and case management, family engagement and support, educational and vocational support, and mental health and behavioral health integration.
The incumbent provider is Community Impact Programs, Inc., which has operated the Intensive Supervision Youth Competency Program since 2011. Key clarifications in the addendum confirm that Carey Guides are currently being used in the program, 501(c)(3) organizations are eligible to submit proposals, and proposers may secure a physical location within Kenosha County upon contract award rather than maintaining an established facility at the time of submission. Case managers must hold a minimum bachelor's degree in social work, criminal justice, psychology, or related human services field, and the program supervisor must have minimum three years of direct experience in juvenile justice or youth development. Administrative costs may not exceed 15% of the budget, and for-profit agencies may not exceed a 5% profit margin. Funding is contingent on final budget approvals, and all proposers must acknowledge receipt of the addendum and confirm compliance with its contents.

Notice to: All proposers
From: Monica G. Santos, Contract Specialist RFP: #202604 Intensive Supervision Youth Competency
Program Addendum Issued: June 18, 2026 RFP Response Due Date: June 30, 2026
ADDENDUM #1
The purpose of this Addendum is to clarify questions received from Proposers. All requirements of the proposal documents remain unchanged except as cited herein.
Information contained in this Addendum will be included in any subsequent contractual agreement.
Question 1:
In reviewing RFP#202604 – Intensive Supervision Youth Competency we noticed in the Staffing Requirements section on page 9, on the Average Daily Caseload line it refers to 6 FTE. As the program currently has 7 FTE due to the Skills Program portion that was added a few years ago, we wanted to verify the 6 FTE is correct.
Answer:
The minimum staffing expectations should accommodate an average total monthly caseload of 50-60 families. The average daily caseload of youth and families as documented was based on 6 FTE and the average daily caseload would differ if there were 7 FTE.
Question 2:
Is there an incumbent for this opportunity, and if so what is the name of the agency?
Answer:
Community Impact Programs, Inc.
Question 3:
If this is not a new program, how long has it existed?
Answer:
It has existed as the ISYC program since 2011.
Question 4:

Addendum#1 Page 2
If this is an existing program, are Carey Guides currently used, or is this a new expectation?
Carey Guides are currently being used.
Question 5:
I wanted to clarify if 501(3)(c) organizations are able to submit a proposal for this RFP?
Answer:
Yes
Question 6:
Facility Requirements: Our primary office is currently located in Milwaukee, Wisconsin, where we maintain contracts with Children's Wisconsin and Wellpoint Care Network. We have identified a suitable facility within Kenosha County and would secure and establish that location upon contract award.
Would this approach be acceptable, or does Kenosha County require proposers to already have an established physical location within Kenosha County at the time of proposal submission?
Securing location upon contract award is acceptable.
