About this file
This is a Rate Schedule Form D submitted to the Florida Department of Environmental Protection (DEP) for RFP 2026011, which procures installation and maintenance services for potable water filtration systems serving Leon County and statewide locations. The solicitation requests fixed unit pricing for 283 line items covering Granular Activated Carbon (GAC) systems, Ion Exchange (IX) systems, Point of Entry (POE) systems, Point of Use (POU) systems, Reverse Osmosis (RO) systems, and Ultra Violet (UV) light systems. Estimated quantities range significantly across line items, including 500 maintenance labor hours, 3,200 five-micron pre-filters, 23,700 pounds of salt for regeneration, and individual unit quantities for various system installations, exchanges, removals, and maintenance parts. The rate schedule requires respondents to enter fixed unit rates for both the initial five-year contract term and the renewal five-year term in designated purple cells (initial) and pink cells (renewal). Responses were due March 3, 2026, at 3:00 PM with public opening on March 4, 2026, and an anticipated award date of March 23, 2026.
The pricing structure requires all rates to be submitted in U.S. dollars as fixed unit rates that apply throughout the contract periods, with annual inflation adjustments permitted after the first year upon written request and Department approval. Respondents must not modify the form's formulas or layout under penalty of being deemed non-responsive. No set-asides or incumbent contractors are identified in the solicitation. The contract will be awarded to one or multiple qualified vendors based on evaluation criteria allocating 75 points to past performance, 50 points to technical qualifications, and 40 points to pricing. Funding sources include the Inland Protection Trust Fund, Water Quality Assurance Trust Fund, and contamination-specific allocations for Nitrate, Solvents, EDB, and PFAS remediation programs. Contractors must maintain commercial general liability insurance of $250,000 per occurrence and $500,000 aggregate, along with workers' compensation and commercial automobile insurance where applicable.
