About this file

This is an addendum to Request for Proposal 2026000277 issued by the State of Colorado for Foster Support services. The addendum modifies the original RFP requirements and terms. Specific details regarding the products or services requested, project scope, quantities, response deadlines, due dates, site visits, bidders' conferences, award dates, and contract terms including renewal options should be referenced in conjunction with the original RFP document, as addendums typically provide clarifications, corrections, or additions to the base solicitation.

Colorado Department of Human Services RFP IHFA 2026000277 Foster Parent and Kinship Caregiver Support July 14, 2026

The purpose of this addendum #1 is to include a finalized Q&A document.

Vendor Questions and Answers:

1. Is this intended to be a statewide program served by a single provider, or can a provider propose services be limited to specific regions/counties?

While a provider may propose limiting services to specific counties, the primary objective of this RFP is to secure a vendor (or vendors) capable of delivering statewide coverage.

2. Will you be awarding a single provider or multiple providers?

It will depend on the proposal and if one provider is able to meet all the needs of the proposal or if multiple agencies meet it.

3. In the event that multiple providers are awarded, is the $300,000 annual funding amount intended to support all providers collectively, or is it the maximum amount per provider?

This is a maximum for this fiscal year. The funding will support all providers collectively. Proposed budgets and SOWs should reflect a realistic expectation based on services that can be provided.

4. Is this a new service, or is it an expansion of an existing program?

This is an extension of an existing program.

5. Who are the current service providers, if any?

Project 1.27 Be the Source

6. Does DHS currently partner with Signal for similar services?

This information is not available.

7. Is DHS the primary referral source for participating families?

In existing programs, participating families may be referred by County Department of Human Services, self-referred or by community members supporting foster and kinship caregivers.

8. Is the expectation that all ~3,000 eligible families receive services, or will participation be capped?

The intention of the program is to serve as many eligible families as possible. Proposals can include how they will determine eligibility for services based on budget and capacity.

9. Given the projected volume of approximately 3,000 families, what additional detail can you provide regarding the expected service intensity and activities to be funded? At a high level, this appears to equate to roughly $100 per family.

This would be determined by the scope of the applying vendor.

10. What specific services and activities is the funding intended to cover?

Services would include hard goods, education and training, mental health support for providers, and caregiver support opportunities.

11. What flexibility is there to address funding barriers, particularly if the available funding is insufficient to meet the anticipated level of need?

Applicants should write a proposal based on the budget associated. DCW will meet regularly with providers to review services provided and costs associated; if there is additional funding available, programs that are making the greatest impact may be considered for additional funding when available.

12. Is there an expectation that providers leverage community resources or partner with agencies that specialize in providing hard goods?

The expectation is that the hard good are provided. This could be a combination of community resources or providing those hard goods through the funding awarded.

13. Can providers partner with community organizations that specialize in delivering hard goods and basic needs supports?

Yes.

14. Is the expectation that providers contribute funding for these supports, or primarily facilitate access to existing community resources?

The proposal should address how the applicant will provide for the necessary supports.

15. Is virtual service delivery permitted, including telehealth options, particularly for rural communities?

Virtual services are permitted depending on the service and the need it is addressing. This should be explained in the proposal.

16. Are there any caseload requirements or staffing ratio expectations?

This is not a requirement in the RFP. Proposals should address how support will meet the needs of eligible caregivers.

17. What percentage of participating families are expected to require general support services versus mental health services?

This is not specified in the RFP.

18. How is funding for mental health services structured?

This would be decided by the applying vendor; there is no requirement in the RFP as long as the service is provided. The awarded Vendor can either deliver these services themselves or can subcontract these services, but they must provide the mental health services with licensed providers.

19. If providers are expected to bill for mental health services to Medicaid/Commercial Insurance, what percentage of families are covered by Medicaid?

This is not an expectation of the RFP.

20. If providers are expected to bill for mental health services to Medicaid/Commercial Insurance, what percentage of families are covered by Commercial Insurance?

This is not a requirement or expectation in the RFP. This service and how it is billed would be up to the applying provider or agency.

21. What is the estimated percentage of the target population enrolled in Medicaid?

The majority of children and youth in out of home care receive Medicaid through foster care. Data regarding the Medicaid status of foster and kinship caregivers is not available.

22. Are providers expected to bill Medicaid, private insurance, or other third-party payers whenever possible?

The provider is responsible for billing structure. This could include billing Medicaid, private insurance or other third-party payers.

23. What reimbursement model will be used?

1. Cost reimbursement?

2. Fee-for-service?

3. Case rate?

4. Monthly rate or another payment methodology?

Fee-for-service.

24. If insurance billing is expected, how will reimbursement responsibilities be coordinated with grant funding?

These details are worked out between the agency and subcontractors that provide mental health services.

25. Are there specific proposal formatting requirements, aside from the page limit and maximum file size, such as font type and size, margin requirements, single or double spacing?

No.

The remainder of the RFP is unchanged.
