Proposal acknowledgment and opening will occur on Monday, June 29, 2026, at 2:00 PM EST. The contract will include an initial implementation period followed by an annual subscription and maintenance agreement. Vendors must attend the pre-bid meeting to be eligible for submission, and written questions must be submitted by Friday, June 12, 2026, with answers provided by Wednesday, June 17, 2026.
Pricing will be evaluated based on total cost of ownership over five years, with consideration given to the relationship between cost, functionality, support, implementation approach, and long-term maintenance rather than lowest price alone. The proposal will be evaluated on a 100-point weighted system including software solution and technical capabilities (30 points), implementation approach and project management (15 points), training, support, and maintenance (20 points), vendor experience and past performance (15 points), pricing and five-year cost of ownership (15 points), and proposal organization and completeness (5 points). Vendors must complete Appendix A (CAD System Requirements and Vendor Response Form) as part of their submission, which will be scored separately. Annual subscription and maintenance costs must include software licensing, cloud hosting, technical support, system maintenance, updates, and ongoing services. Any proposed price increases for annual services must be submitted in writing at least 180 days prior to renewal. Bid bonds and performance bonds are not required. White County is exempt from taxes, and payment terms are NET 30 days with retainage held at 10% until the project reaches 50% completion and 5% thereafter.
