SECTION 2
SCOPE OF WORK
2.1 Project Title: Housing Rehabilitation Program Inspector/Specialist Services
2.2 Background
The City of Texas City receives funding through the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) Program. The City's Community Development Department (CDD) administers a Housing Rehabilitation and Repair Program that provides grant assistance to eligible low- and moderate-income homeowners for needed home repairs. The program is designed to eliminate health and safety hazards, preserve the City's housing stock, provide decent, safe, and sanitary housing, improve energy efficiency, and promote long-term housing stability.
To support these objectives, the City is seeking qualified inspection services to perform property inspections, prepare work write-ups and cost estimates, conduct progress and final inspections, and verify that all rehabilitation work complies with applicable building codes, program requirements, and construction standards. The inspection services contractor plays a critical role in identifying eligible repairs, ensuring quality workmanship, and confirming that grant-funded improvements are completed in accordance with program requirements before grant funds are disbursed. These services help ensure homeowners receive the full benefit of the Housing Rehabilitation and Repair Program while maintaining compliance with HUD and City requirements.
2.2.1 Scope of Work
It is the intent of this specification to award a firm or individual that offers the most advantages for Inspector/Specialist services to the City at a reasonable cost. Proposals received must meet or exceed the following minimum specifications outlined in this Scope of Work.

The Rehabilitation Specialist/Inspector services will work on a part-time (as needed), contractual basis. The services will be provided through a combination of in-office (CDD), in-the-field, and remote work (when approved). Ideally, applicants will have schedule flexibility, on a week-to-week and ongoing basis, to be able to respond to varying workload demands. The Rehabilitation Specialist/Inspector can expect to have multiple projects under construction or in a pre-construction stage way at any given time.
