Summary of RFP 2025-78 Clarifying Questions 1
This document contains clarifying questions submitted in response to Request for Proposals #2025-78 issued by Clackamas County, Oregon, for two Certified Alcohol and Drug Counselors (CADCs) to provide services within the Clackamas County Jail's Transition Center reintegration program. The positions require counselors to facilitate evidence-based group sessions for Adults in Custody and conduct American Society of Addiction Medicine (ASAM) assessments. Selected contractors will work Monday through Friday from 8:00 AM to 5:00 PM, dedicating three and a half hours daily to group facilitation and documentation, with each counselor assigned to either the men's or women's treatment program. Proposals were due by 2:00 PM Pacific Time on November 20, 2025, and will be evaluated using a 100-point scale allocating 30 points to background and qualifications, 45 points to scope of work, and 25 points to fees. The contract term extends from the effective date through August 31, 2027, with an option to renew for two additional years.
The procurement utilizes a time and material basis with a not-to-exceed fee structure, though the exact budget range is not specified in the available documentation. Clackamas County will provide materials and office equipment, while contractors must supply their own computer, monitor, and printer. The solicitation does not explicitly designate set-asides for disadvantaged enterprises. Counselors are expected to work independently following specific curriculum and best practices within the correctional environment, and proposers must submit detailed references and complete proposal certifications as part of their application requirements.
