About this file

Clackamas County's Procurement & Contracting Services has issued a Request for Proposals (#2025-65) for Transitional Housing for Individuals from Clackamas County Treatment Courts. The RFP seeks providers to offer housing for clients participating in three specific treatment court programs: Adult Drug Court, DUII Court, and Mental Health Court. The ideal housing configuration is 15 male and 10 female beds, though providers with fewer beds may still apply. The average length of stay is estimated at 6 months, with clients transitioning out as they develop self-sufficiency skills.

The county is flexible on the reimbursement model, accepting various approaches such as monthly, per bed, daily, or 1/12th rate. While a specific contract award amount is not specified, the funding will be determined by the selected vendor's fee schedule. Eligibility for housing is contingent upon clients being enrolled in treatment services and having a supporting clinical team. The county encourages providers to have housing eligibility requirements that mandate client engagement in treatment and peer support. Multiple contract awards are possible, dependent on service needs and the evaluation team's discretion. The county does not plan to provide one-time capital investment funds, preferring to pay ongoing daily or monthly rates.

REQUEST FOR PROPOSALS #2025-65

TRANSITIONAL HOUSING FOR INDIVIDUALS FROM CLACKAMAS COUNTY TREATMENT COURTS

RESPONSE TO CLARIFYING QUESTIONS

September 2, 2025

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.

1. Is eligibility for housing based on court-ordered treatment?

a. Eligibility is based on clients in our three treatment court programs: Adult Drug Court, DUII Court, and

Mental Health Court. All clients in these programs are enrolled in treatment services and have a clinical team supporting them.

2. If so, is the assumption that after court ordered treatment is completed that they would exit housing?

a. Yes, however we utilize this housing as transitional housing and part of the support clients receive while they are in treatment is gaining skills in self-sufficiency, so they transition out of this housing as they progress in treatment services.

3. Can the provider have housing eligibility requirements that clients are engaged in treatment and/or peer support?

a. Yes, this is a requirement for clients who access this housing. Treatment is required and peer support is encouraged.

4. How long is the average length of stay estimated to be?

a. It varies based on the needs and skills of individual clients. An average is 6 months.

5. What is the total contract award amount?

a. Award amount will depend on the selected vendor’s fee schedule

6. Will there be multiple awards?

a. How many contracts are awarded is dependent on the service need and the ability of bids to meet them.

Multiple awards are allowed with an RFP but is up to the discretion of the evaluation team.

7. Assuming there will be multiple awards, can providers with less than the ideal "15 male/10 female" beds apply?

a. Yes, please specify in your bid the number of beds and type (male or female) available.

8. What is the reimbursement model in mind? Monthly? Per bed? Daily? 1/12th rate?

a. Any reimbursement model is acceptable and will be taken into consideration.

9. Will there be an occupancy rate included?

a. A minimum occupancy rate could be included and would be considered as a factor in the whole proposal.

10. Are capital or start up costs allowable?

a. Ideally we are paying only the monthly or daily rate and are not supplying onetime funds for capital investment.
