About this file

Addendum #1 for Request for Proposals (RFP No. 2025-02) issued by Suwannee Valley Electric Cooperative (SVEC) details a solicitation for Disaster Power Restoration Services covering Florida's Columbia, Hamilton, Lafayette, and Suwannee counties. The RFP seeks qualified contractors to provide comprehensive emergency power restoration services, including damage assessment of distribution and transmission circuits, facility restoration, power restoration to substations, and site cleanup. The proposal is due on May 2, 2025, at 4:00 PM Eastern, with a required bid bond of $12,500. The contract will be structured as a time and materials agreement, with SVEC reserving the right to issue task orders through individual Task Releases, and the specific contract term and renewal periods will be negotiated between SVEC and the selected respondent(s).

The procurement anticipates funding through FEMA financial assistance, requiring strict compliance with federal regulations. The compensation structure will be based on hourly labor and equipment rates submitted by the successful proposer(s), with a not-to-exceed amount. Performance and payment bonds may be required at 100% of the contract's maximum value. Contractors can obtain RFP documents through VendorLink.com or by contacting Erin Skeen at erins@svec-coop.com. The evaluation will be conducted using a 100-point scoring system, assessing proposers' responsiveness, cost-effectiveness, technical approach, staff experience, project references, and historical performance. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documentation.

Question
Response
1
What amount do we use for a bid bond?
SVEC will require a bid bond of $12,500, equivalent to 5% of the Simplified Acquisition Threshold of $250,000.
2
Is a contractor’s bond necessary and if so, what amount should be used to calculate the bond amount?
The bid bond is the only bond required to be submitted with the Proposal. All other bonds, including performance and payment bonds, will be equivalent to 100% of the not-to-exceed Contract amount as agreed by the Parties.
3
Where can documents relevant to the RFP be found?
The RFP can be obtained from VendorLink.com or by contacting Erin Skeen at erins@svec-coop.com. The RFP includes all relevant documentation and proposal submission requirements.
4
Will the resulting contract be a blanket contract for disaster-related power restoration services?
The terms of the resulting Contract for power restoration services will be negotiated between SVEC and the selected respondent(s). SVEC will provide authorization for the contractor to proceed with the services through a written Task Order or Task Release.
5
What is the initial term of the Contract?
The contract term and renewal periods, if any, will be negotiated between SVEC and the selected respondent(s).
6
What will be the fee structure of the Contract?
SVEC anticipates that the Contract will include a time and material (T&M)/time and equipment (T&E) fee structure based on the hourly labor and equipment rates submitted by the successful Respondent(s). However, SVEC reserves the right to issue Task Orders on a unit rate basis if appropriate and if agreed by the Parties, in writing.

The T&M/T&E fee structure will include a not-to-exceed amount which Contractor exceeds at its own risk. The Contract will not include a cost-plus-percentage-of-cost fee structure.
