About this file

This document is Addendum #1 for a Request for Proposals (RFP No. 2025-02) issued by Suwannee Valley Electric Cooperative (SVEC) for Disaster Power Restoration Services in Florida. The RFP seeks contractors to provide comprehensive power restoration services, including damage assessment, facility restoration, and site cleanup for distribution and transmission circuits, poles, transformers, and associated infrastructure. The proposal due date is May 2, 2025, at 4:00 PM Eastern, with a bid bond requirement of $12,500. The contract will be structured through task orders or task releases, with the specific contract term and renewal periods to be negotiated between SVEC and the selected respondent(s).

The anticipated fee structure for this contract will be time and material (T&M)/time and equipment (T&E) based on hourly labor and equipment rates submitted by the successful respondent(s), with a not-to-exceed amount. SVEC reserves the right to issue task orders on a unit rate basis if mutually agreed upon. The contract will not include a cost-plus-percentage-of-cost fee structure. Contractors can obtain RFP documents through VendorLink.com or by contacting Erin Skeen at erins@svec-coop.com. The only bond required with the proposal is the bid bond, with potential performance and payment bonds to be set at 100% of the contract's not-to-exceed amount.

Question
Response
1
What amount do we use for a bid bond?
SVEC will require a bid bond of $12,500, equivalent to 5% of the Simplified Acquisition Threshold of $250,000.
2
Is a contractor’s bond necessary and if so, what amount should be used to calculate the bond amount?
The bid bond is the only bond required to be submitted with the Proposal. All other bonds, including performance and payment bonds, will be equivalent to 100% of the not-to-exceed Contract amount as agreed by the Parties.
3
Where can documents relevant to the RFP be found?
The RFP can be obtained from VendorLink.com or by contacting Erin Skeen at erins@svec-coop.com. The RFP includes all relevant documentation and proposal submission requirements.
4
Will the resulting contract be a blanket contract for disaster-related power restoration services?
The terms of the resulting Contract for power restoration services will be negotiated between SVEC and the selected respondent(s). SVEC will provide authorization for the contractor to proceed with the services through a written Task Order or Task Release.
5
What is the initial term of the Contract?
The contract term and renewal periods, if any, will be negotiated between SVEC and the selected respondent(s).
6
What will be the fee structure of the Contract?
SVEC anticipates that the Contract will include a time and material (T&M)/time and equipment (T&E) fee structure based on the hourly labor and equipment rates submitted by the successful Respondent(s). However, SVEC reserves the right to issue Task Orders on a unit rate basis if appropriate and if agreed by the Parties, in writing.

The T&M/T&E fee structure will include a not-to-exceed amount which Contractor exceeds at its own risk. The Contract will not include a cost-plus-percentage-of-cost fee structure.
