About this file

Addendum #1 for RFP No. 2025-02 was issued by Suwannee Valley Electric Cooperative (SVEC), seeking disaster power restoration services for counties in Florida. The RFP requests comprehensive emergency power line repair and restoration services, covering damage assessment, facility restoration, and site cleanup across distribution and transmission circuits. Proposals are due on May 2, 2025, at 4:00 PM Eastern, with a required bid bond of $12,500. The contract will be structured as a time and materials agreement, with SVEC issuing task orders through individual Task Releases, and the contract term and renewal periods to be negotiated between SVEC and the selected respondent(s).

The fee structure will be based on hourly labor and equipment rates submitted by the successful proposer(s), with a not-to-exceed amount and no cost-plus-percentage-of-cost arrangement. The contract anticipates potential FEMA funding, requiring strict compliance with federal regulations. Performance and payment bonds may be required at 100% of the contract's not-to-exceed amount. Contractors can obtain RFP documents through VendorLink.com or by contacting Erin Skeen at erins@svec-coop.com. The cooperative serves 4,000 miles of electric distribution lines across over 18,500 consumer-members in Columbia, Hamilton, Lafayette, and Suwannee counties, seeking contractors with extensive disaster power restoration experience.

Question
Response
1
What amount do we use for a bid bond?
SVEC will require a bid bond of $12,500, equivalent to 5% of the Simplified Acquisition Threshold of $250,000.
2
Is a contractor’s bond necessary and if so, what amount should be used to calculate the bond amount?
The bid bond is the only bond required to be submitted with the Proposal. All other bonds, including performance and payment bonds, will be equivalent to 100% of the not-to-exceed Contract amount as agreed by the Parties.
3
Where can documents relevant to the RFP be found?
The RFP can be obtained from VendorLink.com or by contacting Erin Skeen at erins@svec-coop.com. The RFP includes all relevant documentation and proposal submission requirements.
4
Will the resulting contract be a blanket contract for disaster-related power restoration services?
The terms of the resulting Contract for power restoration services will be negotiated between SVEC and the selected respondent(s). SVEC will provide authorization for the contractor to proceed with the services through a written Task Order or Task Release.
5
What is the initial term of the Contract?
The contract term and renewal periods, if any, will be negotiated between SVEC and the selected respondent(s).
6
What will be the fee structure of the Contract?
SVEC anticipates that the Contract will include a time and material (T&M)/time and equipment (T&E) fee structure based on the hourly labor and equipment rates submitted by the successful Respondent(s). However, SVEC reserves the right to issue Task Orders on a unit rate basis if appropriate and if agreed by the Parties, in writing.

The T&M/T&E fee structure will include a not-to-exceed amount which Contractor exceeds at its own risk. The Contract will not include a cost-plus-percentage-of-cost fee structure.
