RFP Summary: Patrol Tahoe Emergency Equipment, Labor & Installation
This is a Request for Proposal (RFP) issued by the City of Douglasville, Georgia, for the purchase and installation of emergency equipment on twelve Chevrolet Tahoe PPV vehicles for the Police Department's patrol division. The project requires equipment from specific manufacturers—Whelen Manufacturing, Havis, Inc., Pro-Gard, and Westin—and must be installed by vehicle upfitters located within a seventy-mile radius. The RFP was issued on November 6, 2025, with a submission deadline of December 8, 2025, at 4:00 PM EST. Optional on-site appointments to review current vehicle specifications are available November 11–14, 2025, with contact to Lieutenant A. Haney at 770-920-3010. Questions must be submitted by November 17, 2025, at 4:00 PM EST, with responses published November 24, 2025. Award notification will occur via Bidnet Direct and is contingent on Mayor and City Council meeting availability. The vehicles will be delivered to the installation company after door painting, window tinting, and decal installation are complete, with inspections conducted before, during, and after equipment installation.
The City will not reimburse out-of-pocket expenses unless previously agreed upon; all expense reimbursements will be charged against the total all-inclusive maximum price. Proposals must be submitted in two separate parts: a Technical Proposal without cost information and a Fee Schedule without technical content. Evaluation criteria include technical factors worth up to 100 points (covering proposal responsiveness, technical experience, staff qualifications, company structure, client references, and geographic location) and fee schedule considerations, with cost being a secondary factor only when other criteria are relatively equal. Proposers must provide completed E-Verify documentation, Contractors and Subcontractors Affidavits of compliance with the Georgia Security and Immigration Act, current occupational/business licenses, certificates of insurance, W-9 forms, and references from five prior clients with similar law enforcement vehicle installation projects conducted within the last three years. • Reasonableness of time estimates and total project hours
• Appropriateness of assigned staff levels
• Timeliness of projected completion

B. FEE SCHEDULE
Although cost is a significant factor, it will not be the dominant factor. Cost will be given more importance when all the other evaluation criteria are relatively equal.
