About this file
This document is a clarification response issued by the Housing Authority of Clackamas County (HACC) in response to questions submitted by interested firms regarding RFP #2024-115 for Principal Real Estate Broker Services. The clarification specifically addresses duties related to assisting residents in purchasing tenant homes for affordable homeownership. According to the response, the selected broker may be tasked with assisting Housing Authority residents in purchasing Authority-owned homes they currently occupy or other scattered-site public housing properties owned by the Authority. The HACC's Resident Services team will independently handle homeownership counseling and readiness preparation, which will not fall under the broker's responsibilities. Additionally, if a resident seeks to purchase a property not owned by the Authority, the selected broker will not provide assistance with that transaction.
The clarification document indicates that HACC has defined specific scope boundaries for the broker's role to ensure clear delineation of responsibilities between the broker services and internal Housing Authority programs. This response was issued on December 19, 2024, and serves to eliminate ambiguity for prospective bidders regarding the Principal Real Estate Broker Services contract. The distinctions made between Authority-owned properties, scattered-site holdings, and properties outside the Authority's portfolio are critical for firms preparing proposals in response to RFP #2024-115.

REQUEST FOR PROPOSALS #2024-115
FOR PRINCIPAL REAL ESTATE BROKER SERVICES
RESPONSE TO CLARIFYING QUESTIONS
December 19, 2024
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. The 1st item listed in Section 3.3.1 states: “Working with residents to purchase tenant homes for affordable homeownership.” Can you describe what duties will be involved in this line item?
Answer: The Housing Authority may elect for the selected broker to assist with transactions that include a Housing Authority resident purchasing the Authority-owned home they live in or another scattered site public housing property owned by the Authority. The Authority’s Resident Services team is connecting interested residents with homeownership counseling and readiness preparation, this will not be the responsibility of the selected broker. If a resident is purchasing a property that is not owned by the Authority, assistance with that transaction will not be the responsibility of the selected broker.
