REQUEST FOR PROPOSALS #2022-98

Engineering Services for Tri-City WRRF Primary Clarifier Rehabilitation Project

RESPONSE TO CLARIFYING QUESTIONS #1

November 3, 2022

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.

1. Verification that the submission due date is November 17, 2022 at 2PM (stated on RFP cover and in OregonBuys). The schedule on page 2 lists November 10, 2022 at 2PM as the due date.

Answer: Yes, you are correct. There is an error on the RFP document page 2. The closing date is November 17, 2022 at 2:00PM

2. The RFP states that submissions should be made via Bid Locker. We are registered with Bid Locker and have

Clackamas County added to our watch list; however, I am not seeing this solicitation listed. We’d like to verify and double-check that Proposers will have access to the Bid Locker submission channel or alternative as we understand this is a new process for the County.

Answer: It should be listed on OregonBuys. It was just verified.

3. We understand that supportive material is defined as … “Supportive material may include graphs, charts, photographs, resumes, references, etc., and is completely discretionary. Please note that the material included as supportive information will not be considered when scoring any sections of the Proposal other than “Supportive Information”.” We seek clarification to determine if any supportive information would be counted within the 6-page limit as outlined in section 5.1.3 … “Proposal may not exceed a total of 6 pages (single-sided), inclusive of all exhibits, attachments, title pages, pages separations, table of contents, or other information. The Proposal Certification Page will NOT count towards the final page count.” Specifically, we propose to provide a single one-page letter-sized issue graphic, xxx, and yyy.

Answer: Since it is defined as discretionary, supportive material as described in the question will not count against the page limit.

4. We understand that a 2-page resume for the RPR is requested and not counted within the page limit of 6 pages.

We would like clarification if adding a 1-page resume for the other staff members as supportive non-scored information is acceptable as an appendix and not included in the 6-page limit.

Answer: Additional resume(s) may be provided and will not be counted against the page limit.
