About this file
This document is a clarification response issued by an unnamed county jail facility to interested vendors regarding RFP 2021-59 for Inmate Commissary Services, dated August 26, 2021. The clarification addresses operational questions submitted by prospective bidders concerning commissary service delivery procedures, resident file management, kiosk deployment, and transaction volumes. Key operational details include that inmates currently place commissary orders via tablet on Wednesdays for Friday delivery, with exceptions during holidays, and receive delivery date confirmations upon order placement. The facility intends to provide three bill acceptor kiosks for staff use to process bail and intake deposits, distinct from the existing phone/tablet vendor's public lobby kiosk used by friends and family to deposit funds into inmate accounts. No additional costs will be charged to the vendor for necessary changes to resident files imported from the jail management system (JMS), with standard timeframes for such modifications to be established.
The facility reported average monthly lobby kiosk deposits of $93,842 over the preceding 12-month period, with an average of approximately 10 monthly transactions. The clarifications provided indicate the commissary provider will manage both inmate retail services and financial deposit processing through integrated kiosk infrastructure. These responses establish baseline operational expectations for interested bidders and define the scope of kiosk deployment and financial transaction management that the successful vendor must accommodate within their service delivery model.

REQUEST FOR PROPOSALS #2021-59
INMATE COMMISSARY SERVICES
RESPONSE TO CLARIFYING QUESTIONS #3
August 26, 2021
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. Under section 5.3 Description of Services of the RFP. Is it possible to receive an order delivery date on placement of order? (Including holiday and weekend exceptions). Can this question be explained in more detail as to what is being sot after?
Answer: Currently our AIC’s orders commissary via the tablet on Wednesday for Friday Delivery, except on holidays. When orders are made by tablet or kiosk they receive a confirmation of when the delivery will be made.
2. If changes need to be made to the resident file coming in from the JMS would there be a cost to the vendor? What would be a standard time frame if changes need to be made?
Answer: No
3. Just to confirm the response to question #2 on the clarifying questions. Would the jail like the commissary provider to install a Lobby kiosk so that deposits can be made directly to the trust fund in conjunction with the current phone provider’s kiosk?
Answer: Currently our Phone/ Tablet vendor has a kiosk in the public lobby for friends and family to deposit funds onto AIC’s accounts. Our pending commissary/banking vendor would provide 3 bill acceptors/kiosks for the staff to put funds for either bail or for intake so that the AIC is able to access those funds either while in custody or to post bail.
4. What is the average amount of a lobby kiosk transaction?
Answer: Average monthly Deposits in the Lobby Kiosk average $93,842 for the last 12 months
5. How many kiosk transactions does the county receive a month?
Answer: Average number of monthly deposits is about 10 per month over the last 12 months.
