About this file
This is an addendum to Request for Proposal #20075 for Creative Services issued by the Oregon State Lottery, dated February 26, 2024. Addendum Number Five modifies the evaluation criteria and process for the optional Phase Three presentations component of the RFP. The addendum replaces Section 5.9.2.6 entirely, establishing detailed scoring criteria for finalist proposers advancing to Phase Three. The evaluation framework assigns specific weights to five evaluation categories: Research & Strategic Thinking (25%), Creativity & Innovation (30%), Brand Fit (20%), Contextual Integration Across Media Channels (15%), and Cost (10%). Each criterion includes detailed considerations to guide evaluator assessment, such as justification of research choices, demonstration of authenticity and unique creative implementation, alignment with Oregon Lottery brand requirements, channel-appropriate messaging, and cost competitiveness relative to market rates and other proposers. The addendum also makes a technical correction to Section 5.13 to ensure proper cross-reference to the evaluation criteria in Section 5.9.2.6.
Written acknowledgement of receipt of Addendum Number Five is not required from proposers. The addendum was prepared by Julie Schmoyer, Procurement and Contracts Analyst for the Oregon State Lottery, and contains space for company acknowledgement with signature, title, and date fields. As a modification to an existing RFP, this addendum becomes binding on all proposers and is incorporated into the original RFP documentation by reference. No pricing information, set-asides, funding sources, or contract term details are modified by this addendum.
