About this file

This is Amendment 1 to RFP 200000001208 for Outsole Blockers issued by the State of Michigan. The amendment revises Section 7 of the RFP to establish specific technical evaluation criteria for vendor proposals. Proposals must achieve a minimum of 80 technical evaluation points to have their pricing evaluated and considered for award. The technical evaluation comprises two components: the Vendor Question Worksheet, weighted at 30 points, and Schedule A - Statement of Work, weighted at 70 points, for a total of 100 points.

The evaluation process permits the State to utilize all bidder information without regard to technical scores to determine fair market value and does not obligate the State to accept the lowest-priced proposal. The State may conduct on-site facility inspections, require oral presentations, perform interviews, conduct reference and background checks, and request additional price concessions at any time during evaluation. Bidders may propose changes to contract terms using track changes with supporting explanations; failure to do so constitutes acceptance of the standard contract terms. The State considers general statements reserving negotiation rights as potentially non-responsive. If applicable, qualified disabled veteran-owned or service-disabled veteran-owned business (QDV/SDVOB) status will be considered in the evaluation under MCL 18.1261(8).

RFP 200000001208

Outsole Blockers Amendment 1

The following language replaces Section 7 in the RFP. Section 7 has been changed to include the technical Evaluation Criteria.

Previous Language

7. EVALUATION PROCESS. The State will evaluate each proposal based on the following factors:

Technical Evaluation Proposals receiving 80 or more technical evaluation points will have pricing evaluated and considered for award.

The State may utilize all bidder information, without regard to a proposal’s technical score, to determine fair market value for goods or services sought. The State is not obligated to accept the lowest price proposal. If applicable, the State’s evaluation will include consideration of a bidder’s qualified disabled veterans/service-disabled veteran owned business(QDV/SDVOB) status under MCL 18.1261(8). Additional information on the SDVOB preference is available at: https://www.michigan.gov/dtmb/0,5552,7-358-82550_85746_48677-412612--,00.html.

The State strongly encourages strict adherence to the Contract Terms. The State reserves the right to deem a bid non-responsive for failure to accept the Contract Terms. Nevertheless, the bidder may submit proposed changes to the Contract Terms in track changes (i.e., visible edits) with an explanation of the bidder’s need for each proposed change. Failure to include track changes with an explanation of the bidder’s need for the proposed change constitutes the bidder’s acceptance of the Contract Terms. General statements, such as that the bidder reserves the right to negotiate the terms and conditions, may be considered non-responsive.

The State may but is not required to conduct an on-site visit to tour and inspect the bidder’s facilities; require an oral presentation of the bidder's proposal; conduct interviews, research, reference checks, and background checks; and request additional price concessions at any point during the evaluation process.
