PRICES – BLOCK 23
A. BACKGROUND / SCOPE OF SERVICES
A.1 The Embassy of the United States of America in Quito, Ecuador requires services for the Power Generators and Automatic Transfer Switches Preventive Maintenance.
The Contractor shall provide the Preventive Maintenance services, as described in
Section 1, Sub Section C, Specifications / Statement of Work.
A.2 This is a fixed price with economic price adjustment requirements type contract under which annual firm, fixed-price task orders will be issued. The contract shall remain unfunded. The fixed prices / rates for the Preventive Maintenance services as specified in Section C are listed in Section B.
A.3 MINIMUM (Reference Section 2, Clause 52.216-22(b))
During the term of this contract, the Government shall order, as a minimum, services in an amount of at least $5,000.00 or equivalent in local currency.
The Government makes no guarantee as to the number of orders or actual amount of services that will be requested above the guaranteed minimum of $5,000.00 or equivalent in local currency.
The maximum dollar value during the entire life of this contract is $700,000.00.

B. PRICING
B.1 The contractor shall complete all work, including furnishing all labor, material, equipment and services, unless otherwise specified herein, required under this contract for the firm fixed unit prices indicated below and within the time specified herein. These individual prices shall include all labor, materials, profit, and, if applicable, value-added tax (VAT).
Any costs not separately priced will be considered to be included in the individual prices as overhead or other indirect cost. Prices for all Contract Line Item Numbers (CLIN) shall include proper disposal of toxic substances as per Section C.9, where applicable. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the contractor's failure to properly estimate or accurately predict the cost or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates.
B.2 The currency shall be fixed and cannot be changed by modification to the contract.
B.3 VAT – If applicable, the contractor shall be responsible for paying to the appropriate authority the applicable rate of Value Added Tax (VAT). Offerors shall identify the
VAT as a separate line item. The VAT shall also be a separate cost item on all invoices submitted against task orders under the resulting contract. The contractor will be reimbursed for VAT only up to the amount listed in each task order and upon presentation of proof that VAT has been paid to the host country government. If the contractor receives a VAT refund from the host government, he shall re-pay the refund amount to the US Government.
B.4 REPAIR OPTION
Repairs are NOT included under this agreement (Section C.9) and are to be done outside this contract. However, the Government desires current labor rates in the event that there is an issue discovered during the preventive maintenance of the specified equipment. Please provide your current labor rates in the Repair Option fields below. As stated in Section IV, Sub Section 5.1.3 any necessary repairs or parts will be submitted for approval and then billed against a separate PO. The Contractor is not approved to do any additional work without specific authorization from the Contracting Officer.

B.5 DEFENSE BASE ACT (DBA) INSURANCE
DBA insurance is required for all United States citizens or residents and individuals hired in the United States, regardless of citizenship for any construction and services for U. S. overseas contracts over US$10,000.00. Only the countries listed currently on the Department of Labor’s (DOL) Active DBA Waivers are not required to have DBA insurance for Host Country Nationals (HCNs) and Third Country
Nationals (TCNs) working overseas (See website for country waivers:
https://www.dol.gov/owcp/dlhwc/dbawaivers/dbawaivers.htm).
The DBA insurance may be obtained from any authorized DBA insurance broker, see
FAR 52.228-3 WORKER’S COMPENSATION INSURANCE (DEFENSE BASE
ACT) (APR 1984).
New DBA insurances policies can be purchased directly from any DOL (Department of Labor) approved insurance carrier. A list of DOL approved carriers may be found at http://www.dol.gov/owcp/dlhwc/lscarrier.htm.
The Contractor will be reimbursed for DBA only to the extent the contractor provides documentary proof that DBA has been paid and only to the extent quoted in Section
B - Prices.
NOTE: There is currently NO DBA insurance waiver for Host Country Nationals
(HCNs) and Third Country Nationals (TCNs) for U.S. Embassy Quito, Ecuador the successful contractor shall be required to purchase defense-based act insurance
(DBA) for all his employees working on the project, whether they are American, Third country nationals or Local nationals.

C.1. DESCRIPTION
The Embassy of the United States of America in Quito, Ecuador requires services for the Power
Generators and Automatic Transfer Switches Preventive Maintenance. These services shall result in all systems being serviced under this agreement being in good operational condition when activated.
C.2. STATEMENT OF WORK
General Information: The United States Embassy in Quito, Ecuador requires professional services and contractor cost proposals to perform preventive maintenance services of the facility’s emergency generator systems.
Project Requirements: The Contractor shall perform preventive maintenance as described in this
STATEMENT OF WORK. The objective of scheduled preventive maintenance is to eliminate system malfunction, breakdown, and deterioration when units are activated/running.

C.2.1. General Requirements
The contractor shall provide the labor and materials (see Section 1, C.3.) required to carry out all preventive maintenance as outlined in this SOW. Embassy staff have service manuals for
Generators and ATS’s on-site.
The contractor shall confirm on-site manuals are complete and current and provide the
Contracting Officer’s Representative (COR) a listing of any missing or out of date manuals.
The technician shall sign off on every task specified in the Statement of Work and will provide a typewritten copy of their report to the COR or the COR's designate within five business days of each maintenance visit.
C.2.2. Scope of Work - Generator Preventive Maintenance
The contractor shall provide all materials, supervision, labor, tools, and equipment to perform preventive maintenance. All personnel working in the vicinity shall wear and /or use safety protection while work is performed. Any questions or injuries shall be brought to the attention of the Post COR and Occupation Safety and Health Officer (POSHO). Material Safety Data
Sheets (MSDS) shall be provided by the contractor for all HAZMAT materials. Copies will be provided to the COR for approval.
The systems and components to be maintained include diesel generator prime mover, alternator, fuel, cooling, ventilation, and lubrication systems, start and transfer systems, as well as control and monitoring systems. The attached equipment list provides details.
1. Contractor shall submit a Work Plan (WP) and the associated safety Activity Hazard
Analysis (AHA) to the COR for approval, two weeks prior to each service.

2. The contractor shall provide the COR with a list of necessary parts and materials.
3. Oil, fluids, filters, and preventive maintenance parts shall be OEM and be provided at the expense of the Contractor.
a. Only fluids which meet or exceed manufacturer’s specifications shall be used.
b. All fluids shall be delivered in original sealed containers.
4. The contractor shall provide emergency assistance for generator support, priced at an hourly rate, within 24 hours of being contacted by the COR.
5. The Government will provide load banks only for Compound Utility Building generators
(E and U Generators) testing.
If any discrepancies are found with the generator systems that are not covered under this scope of work, the contractor must provide the following:
1. Detailed report noting the discrepancy found.
2. Bill of Materials (BOM) to include component name, quantity, part #, and price for any repair material required and material lead time.
3. Price quote for repair labor.
SAFETY & SPECIAL INSTRUCTIONS:
1. Use appropriate personal protective equipment (PPE) when performing work.
2. Check all work areas, tools, and equipment to ensure unsafe conditions are eliminated or guarded against.
3. Follow site safety procedures.
4. Schedule maintenance with operating personnel and affected offices (security).
5. Follow approved lockout/tag out procedures.
6. Lockout and disconnect the main power before tightening the main supply lugs in order to avoid the hazard of electrical shock, which could result in serious personal injury or death.
7. Review and follow the manufacturer’s instructions.
8. Record results in the equipment history log.
9. Remove lockout/tag out in accordance with appropriate procedures.
10. Report all incidents and near miss incidents to COR and assist as requested in the investigation and corrective action.
At a minimum, the following work must be completed:

• Contractor shall submit to the COR for review, work sheet/checklist that will be used for performing maintenance service.
• COR must immediately be made aware of any condition discovered that could result in equipment failure.
• Test and inspection report shall be submitted to the COR within three days of completing work.
• Laboratory report for all chemicals (oil, coolant, or fuel analysis) shall be submitted to the COR within 30 days from date of service.

C.2.2.1 Maintenance Interval Schedule (Standby Generators)
The purpose of this Statement of Work is to ensure the entire standby generator systems for this facility are maintained according to manufacturer’s recommendations to ensure the readiness and proper operation of the system.
a. Monthly and Bi-monthly Schedule
Follow manufacturer’s recommendations.
b. Semi-annual Schedule
1. Conduct visual inspection around generator.
• Check for evidence of leaks, damage, lose or missing hardware.
• Inspect engine and generator wiring harness for wear and damage.
• Inspect supports and spring isolators for soundness and stability.
• Inspect system for corrosion.
• Hoses and Clamps – Inspect and replace if needed.
• Belts – Inspect and adjust/replace if needed.
• Inspect all fuel, oil, and water piping for secure mounting and leaks.
• Inspect exhaust piping and muffler insulation.
• Check / service air cleaner.
2. Batteries.
• Battery charger – Inspect operation and clean.
• Battery electrolyte level and specific gravity – Check and adjust. Add distilled water as needed.
• Perform battery load test.
• Clean battery terminals and lugs (apply grease on terminal connections).
3. Fluids and Filters.
• Cooling System Coolant Level - Check and adjust.
• Coolant conditioner (DCA/SCA) / Antifreeze protection – Check and adjust to specs.
• Jacket Water Heater - Check proper operation.
• Water pump – Check.
• Engine Oil Level - Check and add if needed.
• Fuel/water separators – Drain water.
• Engine Air Cleaner Service Indicator – Check, replace filter if needed.
4. Generator Room.
• Fuel s – Inspect and treat fuel if needed, check fuel level, drain water and sediment.
▪ Test fuel for degradation, water, and microbial contamination.
▪ Test autofill system, return to tank and alarms.
▪ Check tank vents & overflow piping for obstructions
▪ Test alarms and or pumps in secondary containment.

▪ Check hoses, piping, and connections.
• Space Heater/Room exhaust fan - Check for proper operation.
• Air intake/exhaust – Ensure nothing obstructs airflow; louvers are free and operate properly.
• Exhaust condensate trap – drain condensate.
5. Control Panel/generator cabinet.
• Open all cabinets; remove panel covers to clean/inspect.
• Clean dust and vacuum all the controls, meters, switching mechanism components, interior buswork, Remote Start control panel, Annunciator and connecting lugs. Inspect/Check buswork and supporting hardware for carbon tracking, cracks, corrosion, or any type of deterioration.
• Check all control wiring and power cables (especially wiring between or near hinged door) for sign of wear and deterioration.
• Check the cabinet interior for loose hardware – tighten connections.
• Electrical Connections - Check tightness.
• Clean and remove dust from panels.
6. Automatic Transfer Switch (ATS).
• Inspect seals.
• Note date of last battery change. (Replace if 2 years or older).
• Tighten connections.
• Check for hot spots.
• Clean dust and vacuum all the controls, meters, switching mechanism components, interior bus work, Remote Start control panel, Annunciator and connecting lugs of the ATS.
• Inspect/Check bus work and supporting hardware for carbon tracking, cracks, corrosion, or any type of deterioration.
• Check all control wiring and power cables (especially wiring between or near hinged door) for sign of wear and deterioration.
• Check the cabinet interior for loose hardware – tighten connections.
• Check for evidence of overheating contacts.
• Check ATS operation, calibrate and record time delays if necessary. Observe and record retransfer/cool down time.
• Exercise ATS.
▪ Prior to performing test, confirm with the COR.
▪ This test shall consist of an electronic operation of the switch from the normal source 1 position to the alternate source 2 position and a return to normal.
7. Run unit – No load.
• Run the generator with no load for 15 minutes.
▪ Remote Start Panel-Inspect and test operation. Inspect and clean.
▪ Check the generator for unusual conditions, such as: excessive vibration, leaks, smoke.
▪ Verify all gauges and indicators are normal and functioning properly.
▪ Check all indication lights, replace any defective bulbs.

▪ Check operation of safeties & alarms
8. Start unit and run under load for 1 hour.
• Unit should be run under facility load if permissible. If not, unit should be run with a minimum 80% load with load bank.
• If facility load is not permissible or is not a minimum of 50% of rated capacity or if wet stacking is prevalent, the unit shall be exercised with a load bank to a minimum 75% capacity for 2 hours.
• Automatic Start/Stop – Inspect.
• Check ATS operations and calibrate TDES, TDNE, TDEN, TDEC if necessary.
Observe and record retransfer/cool down time.
• Check louvers, shutters and room exhaust fans for proper operation.
• Generator Set Vibration – Inspect.
• Read and record all gauges/meters.
• Record load readings – Voltage, amps, frequency, power factor.
• Check exhaust for excessive black or white smoke.
• Check turbocharger for vibrations or any abnormal noise during operation.
• Check generator bearing for noise and overheating.
• Check exhaust manifold, flexible exhaust, muffler, and piping for leaks and secure mountings.
• Check Crankcase breather/Blow By.
• Check / service air cleaner.
9. Additional.
• Ensure Generator/ATS is left in proper position for automatic start and transfer.
• Clean generator and generator room. Wash radiator if necessary.
• Annotate date, hours and maintenance in Generator log, fill out maintenance checklist and report deficiencies to COR.
• Perform any additional maintenance tasks as recommended in the manufacture’s operation and maintenance manuals.
• Submit Service Inspection and Test Report to COR.
c. Annual Schedule or every 250hrs, whichever comes first:
1. Conduct semi- annual / monthly PM service.
2. Engine Air Cleaner Elements – Replace.
3. Engine Crankcase Breather – Clean.
4. Engine Oil Sample - Obtain and perform analysis. Submit report to COR.
5. Engine Oil and Filter(s) – Replace.
6. Annotate date and hours on all filters when replaced.
7. Fuel Filters and Water Separators – Replace.
a. To include filters to day tanks if applicable.
8. Obtain fuel sample at day tank and storage tank for analysis.
9. Radiator – Clean (follow manufacturer’s recommendation).
10. Intake louvers and ducts – Inspect/Clean (follow manufacturer’s recommendation).

1. Conduct the Semi-annual and Annual PM Service.
2. Inspect water pump and seals; replace any worn or defective parts.
3. Clean and inspect the oil cooler.
4. Clean and inspect the after cooler.
5. Generator – Check for moisture, dust, oil, grease, and debris on main stator windings, exciter. Clean as needed.
6. Generator bearing – Inspect/Grease (or as recommended by manufacturer).
7. Service or replace the batteries in the Digital Module every two years. (as applicable)
e. 3 Year Maintenance Schedule.
1. Cooling System Coolant – Flush system and replace coolant (Note CAT ELC coolant to be replaced every 12,000 hrs or 6 years).

2. Cooling System thermostat – Replace.
3. Belts and hoses – Replace.
4. Batteries – Replace.
5. Generator Main Stator Winding Temperature (if equipped with winding defectors) –
Check and record main stator winding temperatures with engine under load. NOTE:
Nominal temperature values for stand by units are 1800C (3560F) for the alarm and 2050C
(4010F) for the shutdown.
6. Generator Bearing and Bearing Bracket Temperature (If Equipped) – Check and record all bearing bracket temperatures with the engine under a load. NOTE: Nominal temperature values for the bearing bracket are 850C (1850F) for the alarm and 950C
(2030F) for the shutdown.
f. Additional maintenance required per manufacturers recommendations and service interval:
1. Engine Valve Lash - Inspect/Adjust per manufacturer’s maintenance schedule.
• This may occur at 250hrs or up to 1500hrs depending upon manufacturer and model number.
• If this has not been done, contractor needs to perform at first service.
• Many manufacturers and models require this to be done annually or according to a schedule based on run time. This needs to occur at first service if this has not been done and according to manufacturer’s requirements.
• Replace belts.
C.2.2.2 Maintenance Interval Schedule (Automatic Transfer Switches)
The purpose of this Statement of Work is to ensure the automatic transfer switch for this facility is maintained according to manufacturer’s recommendations to ensure the readiness and proper operation.
a. Quarterly Schedule
1. Perform proper lock out tag out procedures.
2. Inspect wiring, wiring connections, insulation and fuse blocks for looseness, charring evidence of short circuiting and overheating.
3. Tighten all connections.
4. Inspect general condition of transfer switch and clean exterior and surrounding area.
5. Ensure any applicable signage is displayed, clean and legible.
6. Perform transfer to emergency power and ensure unit operates smoothly.
7. Perform transfer to normal power and ensure unit operates smoothly.
8. Verify settings of controls and time delays.
b. Annual Schedule

1. Ensure the unit is loaded to at least 40% or rated current and perform an infrared section on the normal side of the switch. Transfer the load to the backup generator and perform the infrared inspection again.
2. Check for hot spots.
3. Perform proper lock out tag out procedures.
4. Open the transfer switch and check phase to phase and phase to ground for presence of correct voltage.
5. De-energize the switch.
6. Inspect wiring, wiring connections, insulation and fuse blocks for looseness, charring evidence of short circuiting and overheating.
7. Clean the inside of switch cubicle, conductors, and buss work.
8. Check all conductors for signs of overheating, mechanical, or moisture damage to conductors.
9. Tighten all connections to manufacturer’s specifications.
10. Inspect all exposed ground connections. Be sure the connections are clean and tight.
11. Clean bus insulators.
12. Clean dust and vacuum all the controls, meters, switching mechanism components, interior bus work, Remote Start control panel, Annunciator and connecting lugs of the
ATS.
13. Make sure the heaters (if installed) work correctly.
14. Lubricate all movements and linkages.
15. Disconnect the conductors to the under-voltage relays. Test the under-voltage relays using a source of test voltage. Record drop-out and pick-up voltages. After testing relays, reconnect the conductors.
16. Find and disconnect the transfer operating mechanism control power. Use a remote source of voltage to operate the transfer mechanism.
17. Check the contact resistance on the normal and emergency contacts.
18. Re-connect the operating mechanism control wires.
19. Clean indicating lenses and change lamps as needed.
20. Note date of last battery change. (Replace if 2 years or older).
21. Inspect seals.
22. Manually exercise the switch.
23. Restore the transfer switch to normal position.
24. Remove tags and place generator controls in the automatic position.
25. Check with affected occupant agencies for generator operations.
26. Exercise ATS.
• Prior to performing test, confirm with the COR.
• This test shall consist of an electronic operation of the switch from the normal source 1 position to the alternate source 2 position and a return to normal.
27. Open normal power breaker; the generator should start and the transfer switch should transfer the load to the generator source.
28. Re-accomplish the infrared inspection on any problem areas in the generator position.
29. Close the normal power breaker. The transfer switch should transfer the load to the normal power source and the generator should shut down after the cool down period.
30. Re-accomplish the infrared inspection on any problem areas in the normal position.

31. Check with the affected occupant agencies to see that normal services have been restored to all areas.
32. Check, calibrate and record time delays if necessary. Observe and record retransfer/cool down time.
33. Ensure system is left in proper position for automatic start and transfer.
34. Perform any additional maintenance tasks as recommended in the manufacture’s operation and maintenance manuals. [Note: contractor should make note of these before finalizing contract.]
35. Verify generators network including all equipment and remote panel is working fine. Test alarms and supervision signals.

C.3. SCHEDULED PREVENTIVE MAINTENANCE
General. The Contractor shall perform preventive maintenance as outlined in Section 1, C.2.
Statement of Work. The objective of scheduled preventive maintenance is to eliminate system malfunction, breakdown, and deterioration when units are activated/running.
The Contractor shall inventory, supply, and replace expendable parts (e.g., filters, belts, hoses, gaskets) that have become worn down due to wear and tear. The Contractor shall maintain a supply of expendable and common parts on site so that these are readily available for normal maintenance to include: hoses, belts, oil, chemicals, coolant, filters (Air, Fuel, Oil), grease, sealant, thermostat, fuses; in addition to the appropriate tools, testing equipment, safety shoes and apparel for technicians, personal protective equipment (hands, hearing, eye protection), MSDS, cleaning material and oil spill containment kits. The contractor should inventory the supply after each visit and order replacement supplies and have them delivered on site.
Exclusions. This contract does NOT include repair of equipment and replacement of hardware
(e.g. bearings, pistons, piston rings, crankshaft, gears.) Hardware replacements will be separately priced out by the Contractor for the Government’s approval and acceptance. The
Government has the option to accept or reject the Contractor’s quote for parts and reserves the right to obtain similar spare parts from other competitive sources. If required by the
Government, the Contractor shall utilize Government-purchased spare parts, if awarded the work. Such repairs/replacements will be accomplished by a separate purchase order. However, this exclusion does not apply if the repair is to correct damage caused by Contractor negligence.
Replacement/repair of any electronic or electrical parts must be approved by the COR prior to installation of the part. If the Contractor proceeds to replace any electronic or electrical parts without COR approval, the Contractor shall de-install the parts at no cost to the Government.
Checklist Approval. The Contractor shall submit to the COR a schedule and description of preventive maintenance tasks which the Contractor plans to provide. The Contractor shall
Power Generators and Transfer Switches Preventive Maintenance Page 23 of 85 prepare this schedule and task description in a checklist format for the COR’s approval prior to contract work commencement.
The Contractor shall provide trained technicians to perform the service at frequencies stated in
Exhibit A and on the equipment called out in this SOW. The technician shall sign off on every item of the checklist and leave a copy of this signed checklist with the COR or the COR's designate after the maintenance visit.
It is the responsibility of the Contractor to perform all manufacturers recommended preventive maintenance as well as preventive maintenance recommended by the manufacture technical manuals for the respective equipment.
C.4. EQUIPMENT AND PERFORMANCE REQUIREMENTS
The American Embassy in Quito, Ecuador requires the Contractor to maintain the following systems in a safe, reliable, and efficient operating condition. Please see equipment list included in Section 1, C.2. Statement of Work for a more detailed description.
The Contractor shall provide all necessary managerial, administrative, and direct labor personnel, as well as all transportation, equipment, tools, supplies, and materials required to perform inspection, maintenance, and component replacement as required to maintain the systems in accordance with this work statement. Under this Contract the Contractor shall provide:
• The services of a Certified Generator Technicians to inspect, adjust, and perform scheduled preventive maintenance.
• Original Equipment Manufacturer OEM parts and material to perform preventive maintenance.
C.5. PERFORMANCE STANDARDS
The Generators shall always be ready to provide backup power in the event of power failure or reduction. The Contractor shall schedule all preventive maintenance work with the site Facility
Manager to avoid disrupting the business operation of the Embassy.
C.6. HOURS OF PERFORMANCE
The Contractor shall maintain work schedules. The schedules shall take into consideration the hours that the staff can effectively perform their services without placing a burden on the security personnel of the Post. The Contractor shall deliver standard services between the hours of 8 AM and 5 PM Monday through Friday. No work shall be performed on US Government and local holidays. Below is a list of US and Ecuadorian Governments holidays.

C.7. ACCESS TO GOVERNMENTS BUILDINGS
General. The Contractor shall designate a representative who shall supervise the Contractor’s technicians and be the Contractor’s liaison with the American Embassy. The Contractor’s employees shall be on-site only for contractual duties and not for any other business or purpose.
Contractor employees shall have access to the equipment and equipment areas and will be escorted by Embassy personnel.
Personnel Security. The Government reserves the right to deny access to U.S.-owned and U.S.-operated facilities to any individual. The Contractor shall provide the names, biographic data and police clearance on all Contractor personnel who shall be used on this Contract prior to their utilization. Submission of information shall be made within 5 days of award of contract. No technician will be allowed on site without prior authorization. Note: this may include cleared personnel if advance notice of visit is not given at least one week before the scheduled visit.
Vehicles. Contractor vehicles will not be permitted inside the embassy compound without prior approval. If you need to have vehicle access please submit your vehicle information (Make, Model, License Plate #) along with a written justification as to why access is necessary. This should be submitted to the Facility Manager at least one (1) week prior to the visit.
Government shall issue identity cards to Contractor personnel, after they are approved.
Contractor personnel shall display identity card(s) on the uniform while providing services under this contract. These identity cards are the property of the US Government. The Contractor is responsible for their return at the end of the contract, when an employee leaves Contractor service, or at the request of the Government. The Government reserves the right to deny access to U.S.-owned and U.S.-operated facilities to any individual.

Security Clearances. Security clearances are not a requirement for performance on this contract, as there will be no access to classified information or areas.
The Contractor must comply with all of the following requirements relating to the protection of
U.S. Embassy in Quito, Ecuador personnel, property and compound project information and cooperate fully in all security matters Sensitive But Unclassified (SBU) and information that may arise relating to this contract.
Contractor personnel may also be exposed to various documents and signs, including Post notices, event schedules, DoS regulations and conversations or announcements relating to the operation of the U. S. Embassy Quito and diplomatic personnel. This information should not be shared with anyone not employed by or falling under the protection of the Embassy.
Contractor personnel may be exposed to various documents, such as blueprints, drawings, sketches, notes, surveys, reports, photographs, and specifications, received or generated in conjunction with this contract. These documents contain information associated with diplomatic facilities for the U.S. Department of State. These documents have been marked with the handling designations “Unclassified” or “Sensitive but Unclassified” and US Government warnings against reproduction and distribution. These documents require special handling and dissemination restrictions. All handling designations and warnings on original documents must be reproduced on subsequent copies.
The loss, compromise, or suspected compromise or loss of any SBU information, contract related information (personnel files, payroll information, etc.), any post or diplomatic facility related information (documents, notes, drawings, sketches, surveys, reports, exposed film, negatives, or photographs), or ANY information which may adversely affect the security interests of the
United States, must be immediately brought to the attention of the Contracting Officer (CO) and
Contracting Officer’s Representative (COR).
Photographs of any diplomatic overseas building or facility must be authorized in advance by the
COR and Regional Security Officer (RSO), who will establish any controls, limits, and/or restrictions as necessary. Exposed film depicting any Controlled Access Area and/or sensitive equipment must be developed in a U.S.- controlled environment by appropriately cleared personnel. No further dissemination, publication, duplication, or other use beyond that which was requested and approved is authorized without specific, advance approval from DS. DS reserves the right to demand retention of all copies of said photographs and/or negatives, following fulfillment of the previously authorized usage.
Transmission of any information marked Sensitive But Unclassified (SBU) or contract/personnel sensitive information, via the Internet, is prohibited. SBU information can be transmitted via
ProjNet, mail, FedEx (or other commercial carrier) or fax, or hand carried by authorized contractor personnel.
Discussion of U.S. Diplomatic post activities while not on post, to include in homes, hotel rooms, restaurants, and all other public places, is prohibited. Any contact with host or third
Power Generators and Transfer Switches Preventive Maintenance Page 26 of 85 country nationals that seems suspicious (such as undue curiosity in the project or project personnel) shall be reported immediately to the COR and RSO.
The Contractor and its employees shall exercise utmost discretion in regard to all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract which has not been made public, except to the extent necessary to perform their required duties in the performance of the contract requirements or as provided by written authorization of the Contracting Officer. All documents and records (including photographs) generated during the performance of work under this contract shall be for sole use of and shall become the exclusive property of the U.S.
Government. No article, book, pamphlet, recording, broadcast, speech, television appearance, film or photograph concerning any aspect of the work performed under this contract shall be published or disseminated through any media, to include company or personal websites, without the prior written authorization of the Contracting Officer. These obligations do not cease upon the expiration or termination of this contract or at any other point in time. The Contract shall include the substance of this provision in all subcontracts hereunder.
C.8. STANDARDS OF CONDUCT
General. The Contractor shall maintain satisfactory standards of employee competency, conduct, cleanliness, appearance, and integrity and shall be responsible for taking such disciplinary action with respect to employees as may be necessary. Each Contractor employee shall adhere to standards of conduct that reflect credit on themselves, their employer, and the
United States Government. The Government reserves the right to direct the Contractor to remove an employee from the worksite for failure to comply with the standards of conduct. The
Contractor shall immediately replace such an employee to maintain continuity of services at no additional cost to the Government.
Uniforms and Personal Equipment. The Contractor's employees shall wear clean, neat, and complete uniforms when on duty. All employees shall wear uniforms approved by the
Contracting Officer's Representative (COR). The Contractor shall provide, to each employee and supervisor, uniforms, and personal equipment. The Contractor shall be responsible for the cost of purchasing, cleaning, pressing, and repair of the uniforms.
Neglect of Duties. Neglect of duties shall not be condoned. This includes sleeping while on duty, unreasonable delays, or failures to carry out assigned tasks, conducting personal affairs during duty hours and refusing to render assistance or cooperate in upholding the integrity of the worksite security.
Disorderly Conduct. The Contractor shall not condone disorderly conduct, use of abusive or offensive language, quarreling, and intimidation by words, actions, or fighting. Also included is participation in disruptive activities that interfere with normal and efficient Government operations.
