About this file
This document is a Request for Proposals (RFP) for ELISA Screening Equipment for forensic immunoassays, issued by the State of Oregon. The RFP is seeking proposals from vendors to provide a complete liquid-handling system designed to perform forensic immunoassays, including identification of both blood and urine matrices, automated microplate absorbance reading and strip washing, and utilization of specific software interfaces. The RFP includes mandatory and preferred assays that the system must be capable of performing. The evaluation criteria for the RFP are divided into five groups, with the highest aggregate points across all groups determining the potential awardee.
The RFP requires vendors to provide technical support, maintenance, and repair services, including on-site training for agency staff on instrument preparation, analysis software usage, and preventative maintenance practices. Vendors must also demonstrate their ability to continually research and provide updates on the cross-reactivity of new and novel drugs with the immunoassay kits. The RFP is applicable to the jurisdictions of Marion County and the City of Salem, Oregon.

INSTRUCTIONS:
Proposer is to provide a Liquid-handling system designed to perform forensic immunoassays.
Proposer’s submission will be evaluated in five groups. Each group is assigned its own scoring values.
The highest, aggregate points of ALL five groups will determine the potential awardee.
BELOW ARE THE MINIMUM FEATURES and REQUIREMENTS OF THE EQUIPMENT.
EACH GROUP HAS ITS OWN TAB FOR SCORING PURPOSES (Refer to the TABS at bottom of document).
GROUP 1 – System Functionality: Ability to perform the following:
Identification of both blood and urine matrices
Utilizes a complete set of matched components kits [assay] consisting of microplates and reagents
Automated Sunrise Microplate Absorbance reader
Automated Hydro-Flex strip washer
Utilizes Navi-Track software interface combined with Tecan EVO-ware software
Automated liquid-handling throughout specimen addition, washing and reading of the microplates
GROUP 2 – Installation, Set-up and Orientation - Ability to conduct the folllowing:
On-site installation, validation, and demonstration its system is “Fit for Purpose” and includes Mandatory and Preferred Assays.
"FIT FOR PURPOSE” means selection and validation of cut-off values for blood and urine that meet those shown in the table in the Group 2 TAB.
MANDATORY Assays:
Amphetamines and/or Methamphetamine
Benzodiazepines
Fentanyl
Cannabinoids
Barbiturates
Opiates
PREFERRED Assays:
Salicylates
Buprenorphine
GROUP 3 – Technical Support, Maintenance and Repair Services - Ability to provide Technical Support, Maintenance and Repair Services either On-site or Virtual Forum, where appropriate. Included are:
All services are to be included during the initial, 1-year warranty period with ability to negotiate a service contract beyond 1 year.
Ability to provide prompt onsite service as needed. Response time should be 3 business days or less following a service call.
Ability to demonstrate they continually conduct research on the cross-reactivity of new and novel drugs with Immunalysis kits
Technical support is to include providing the Agency updated information on cross-reactivity of assays with new and novel drugs as available to meet the challenges of the ever-changing list of drugs observed in forensic toxicology.
