About this file
This document is an Award Recommendation for Request for Proposal (RFP) #19000000001266 issued by the Michigan Department of Technology, Management & Budget (DTMB) for Statewide Fingerprinting Services. The RFP solicited proposals for a contractor to provide applicant fingerprinting services with data interface capabilities for current and new hire employees across the state. The solicitation was posted on February 28, 2019, with proposals due by April 9, 2019. Two bidders submitted proposals: Idemia Identity & Security USA LLC and Mosley's Mobile Notary & Fingerprinting. The contract term is five years, with up to five additional one-year renewal options.
The evaluation process revealed that Idemia Identity & Security USA LLC scored 95 out of 100 technical points and was recommended for award at $7,000,000.00, while Mosley's Mobile Notary & Fingerprinting scored only 25 points and was not considered. The pricing structure includes different rates for state and non-state paid employees, with variations for employment/licensing and volunteer categories. After negotiations, the state obtained a cost avoidance of $0.25 per applicant and secured an agreement that fingerprint backup capture would be included at no additional cost if a future UEP solution is implemented. The award recommendation was based on the proposal meeting the minimum point threshold and offering the best value to the State of Michigan.
