The voluntary site visit is scheduled for July 11, 2018, at 10:00 a.m. EDT, with pre-registration required by 1:00 p.m. on July 10, 2018. The deadline for bidder questions is July 13, 2018, at 3:00 p.m. Eastern, with answers posted by July 16, 2018. The proposal deadline is July 19, 2018, at 3:00 p.m. Eastern, with an anticipated contract begin date of August 1, 2018. All contract activities must be completed within 90 calendar days from receipt of the Purchase Order. The contract term is from August 1, 2018, through July 29, 2019, subject to funding availability and State Administrative Board approval.
The RFP does not specify a total contract value, as pricing is to be submitted by bidders in Schedule B using a fixed pricing model for one year from the effective date. The State will evaluate proposals based on technical criteria weighted at 100 points, with proposals receiving 80 or more technical points eligible for price evaluation. Proposals are evaluated on work specifications, bid submission requirements, warranties, quality assurance, reporting, contractor representation, subcontractor disclosure, and relevant experience. The mandatory minimum requirement is that the contractor must be a current licensed residential builder with the State of Michigan and provide proof of licensure at bid submission. The contractor must obtain all required building permits and comply with all State and local building codes. No federal funding source is identified in the RFP, though the contract includes standard federal compliance provisions. The contractor must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 each occurrence), Umbrella Liability ($5,000,000), Automobile Liability ($1,000,000), Workers' Compensation, Employers Liability, and Cyber Liability ($1,000,000) insurance.
