About this file

The document is a Questions and Responses Excel spreadsheet (RFP 170-4438-25) for External Audit Services issued by the Oregon State Treasury (OST), specifically targeting an external audit firm to conduct comprehensive audits of Private Markets investment sub-programs for the Oregon Public Employees Retirement Fund (OPERF) and State Accident Insurance Fund (SAIF). The solicitation is open from June 18, 2025, to July 18, 2025, at 12:00 PM Pacific Time, with anticipated audit periods in October/November 2025 for Real Assets and February/March 2026 for Private Equity. The RFP seeks a single contractor to perform detailed audit work across three primary phases: Audit Planning (35%), Audit Fieldwork (40%), and Reporting (25%), with specific documentation requirements for Real Assets and Private Equity audit tracks.

The evaluation will be comprehensive, with a total possible score of 1,200 points, including 700 technical evaluation points and 250 pricing points. Minimum qualifications for key personnel include professional certifications such as CPA & CFA, or CIA & CFA, with a recent modification allowing flexibility in certification requirements. The solicitation strongly emphasizes business diversity through a Certified Disadvantaged Business Outreach Plan, encouraging participation from various certified business types including Minority-Owned, Woman-Owned, Service-Disabled Veteran-Owned, and Emerging Small Businesses. While no specific budget range is stated, the contract will be deliverable-based with a maximum compensation limit to be negotiated, and vendors can propose services for one or both programs, with a potential preference for comprehensive proposals covering both Real Assets and Private Equity.

Sheet1 Questions & Responses RFP 170-4438-25 External Audit Services

1Pg. 14, Section 4 Proposal Requirements: What specific competitive advantages are most valued by LACERA in the selecton process?
ResponseNot sure what "LACERA" means
2Exhibit E – Fee Schedule: If travel costs are required for staff to perform the necessary testing should they be included in the rate per hour or in the other costs? If expenses are in the other costs and are deemed required how does that affect the points calculation?
ResponseIf travel costs will be required to perform the functions, please include in the "Other Costs" section. All required "Other Costs" will be added to the total "Staff Cost" amount for an overall total cost. The total cost will be used for the points calculation.
3Has a similar audit been performed in the past three years? If so were there any findings and what were they?
ResponseNo audit has been performed on Private Markets (i.e. Private Equity, Real Assets, etc.).
4Have there been any known instances of fraud or illegal acts or suspicions of fraud related to cyber security, financial accounting and reporting, in the past two years?
ResponseNot aware of any such incidents, and none has been raised / noted by other auditors.
5Can the work be performed remotely or hybrid?
ResponseYes, It can be done remotely. Thanks.
6Page 13, section 3 lists minimum qualifications as “Either CPA & CFA, or CIA & CFA Certification(s) required for Partner/Director and Engagement Manager.” Does OST absolutely require a CFA or would a combination of CPA, CIA, CFE (Certified Fraud Examiner), and Series 65 (investment advisor representative) qualify as an acceptable alternative combination of certifications?
ResponseWe will post an addendum to change/update this requirement. The updated requirement will be "An individual from the engagement team must have CFA certification." Essentially, the audit firm needs to have someone who understands how private market investments are structured at OST, and how that structure and performance compares with the industry, especially private markets (Private Equity, Real assets).
